Kuwait targets human exploitation with comprehensive 2025–2028 action plan

Minister of Justice and Chairman of the National Committee to Combat Trafficking in Persons and Migrant Smuggling, Nasser Al-Sumait, announced the launch of Kuwait’s National Strategy (2025–2028) to enhance prevention, protection, and accountability in the fight against all forms of exploitation, human trafficking, and migrant smuggling.

In a press statement on Sunday, Al-Sumait emphasized that the strategy reaffirms Kuwait’s steadfast commitment to upholding human rights and promoting social justice in line with best international practices and obligations under treaties ratified by the State of Kuwait.

“This strategy is a clear message of Kuwait’s resolve to confront human trafficking and migrant smuggling through a comprehensive, coordinated, and transparent approach,” said Al-Sumait.

Key Objectives of the Strategy include:

  • Strengthening legal and regulatory frameworks to improve deterrence and enforcement
  • Implementing a national referral system to support victims and streamline case management
  • Boosting the capacity of enforcement and executive agencies through training and infrastructure support
  • Enhancing oversight and transparency, while standardizing data collection and statistics
  • Promoting regional and international cooperation and raising community awareness
  • Improving Kuwait’s global ranking in anti-trafficking and human rights indices

Al-Sumait emphasized that the national strategy was developed through wide-ranging cooperation among government agencies and national experts, based on a thorough assessment of current challenges and global developments.

He described it as a turning point in Kuwait’s fight against human trafficking, marking a new phase of transparency and commitment.

The strategy focuses on prevention, protection, and prosecution, with strong coordination among all stakeholders.

Its implementation will be closely monitored by the National Committee through regular reviews and will involve civil society, international organizations, and regional partners to ensure a collective and effective response.
