Electricity Ministry finalizes procedures for key renewable energy projects

The Ministry of Electricity, Water and Renewable Energy is accelerating efforts to advance key electricity and water generation projects, signaling a major step forward in Kuwait’s infrastructure development.
According to official sources, all necessary procedures for the third and fourth phases of the Shagaya renewable energy project, along with the Abdaliya integrated project, have been finalized and referred to the Kuwait Direct Investment Promotion Authority (KDIPA) to initiate the establishment of a dedicated project company, according to Al-Rai daily.
Sources confirmed that following the signing of a technical framework agreement in mid-March with a Chinese state-owned company — covering detailed technical cooperation in renewable energy — the ministry promptly proceeded with its internal approvals. These were completed recently, and KDIPA is now expected to appoint a consultant next month to prepare project documents and move forward with establishing the project company.
The two projects are set to produce a combined 3,500 megawatts through photovoltaic panels, with contracts anticipated to be signed by the end of 2025.
Meanwhile, the Public-Private Partnership Projects Authority recently held a public session to open financial bids for phases two and three of the Al-Zour North Power and Water Desalination Plant project.
The final contract will be awarded after reviewing technical offers, with the project expected to deliver 2,700 megawatts of electricity and 120 million gallons of water.
Sources praised the ministry’s leadership — Minister Dr. Subaih Al-Mukhaizeem and Undersecretary Dr. Adel Al-Zamil — for driving the timely execution of these strategic projects, aimed at strengthening Kuwait’s capacity to meet growing electricity and water demand in the coming years.
Meanwhile, the Central Tenders Bureau approved a KWD 3.917 million tender for the reading of electricity and water meters in private facilities across all governorates.
Awarded to the lowest bidder, this initiative supports the ministry’s goals of improving consumption accuracy, enhancing billing efficiency, and raising overall service quality for subscribers throughout Kuwait.
