“Tourism Projects Company” unveils major upcoming developments ‘Rafah’ program
The Tourism Projects Company in Kuwait is developing major projects like Al Khiran Resort, Winter Wonderland, and Waterfront areas to boost tourism. They focus on sustainability, innovation, and collaboration with local youth and private sector. Digital ticketing and longer-term contracts are also being prioritized to enhance future developments.

In line with the Kuwait’s ongoing large development projects, the “Tourism Projects Company” has begun upgrading its recreational facilities to create a comprehensive tourism environment that benefits both citizens and residents while attracting international visitors.
The company has started developing its flagship project at the Al Khiran resort, which will soon be unveiled with its new design. Additionally, it has launched several strategic partnerships with local youth developers to operate various facilities and unique seasonal projects.
In a recent episode of the “Rafah” program, hosted by Abdullah Boutin and aired on Kuwaiti country television and Al-Rai satellite channel, company officials unveiled details of current and future projects. These include the development of the waterfront, Winterland Park, and South Al-Sabahiya Park, as well as the launch of several seasonal projects in collaboration with the private sector. They also highlighted the enhancement of the tourism projects’ electronic application and the introduction of an electronic portfolio for visitors to combat the black market in ticket sales during entertainment seasons.
Sustainability
In this context, Vice Chairman of the Board of Directors, Hamoud Al-Falah, stated that “Tourism Projects is an established government company, founded in 1976, and operates under the State General Reserve Fund. It is listed as an asset of the Fund and aims to develop the tourism and entertainment sector in the country, while also being a for-profit company.”
Al-Falah added, that today, company entered the completion phase, following an action plan developed by the current board of directors. Also they have crafted a strategy and business policy that aligns with the current period, focusing on sustainability.
Projects
For his part, the CEO of the company, Abdullah Jaafar, stated that “Tourism Projects” always seeks to attract ideas and projects from Kuwaiti youth, and this is the best result of these efforts. They have a website where anyone with an idea or project can reach out. The company’s land is available, and they have a specialized team to study projects. What is seen today is the fruit of these efforts and ideas from the youth.
Jaafar also mentioned that the time from project idea to implementation does not exceed 6 months. Many projects have been submitted by the country’s youth, including a project next to the yacht club and another near the Kuwait Towers (Al-Jun project), which will serve visitors during the winter. They have a strategy being implemented in phases, and are working to bring it to market in the coming years.
Jaafar pointed out that the contract for the Messila Beach project, built by “Tourism Projects” has been signed, and its operation contract has been concluded. It will be opening soon. They also have the Earth Club project, which will be built and operated soon. Additionally, they have collaborated with major companies in the country, including (Mabani), to develop and operate the Hilton Hotel, along with many other projects.
Jaafar continued that there is also a strategy to elevate tourism in the Kuwait to a global level. They are currently working on large-scale projects and are in the process of completing the necessary licenses and approvals to begin implementation. The largest of these is Al-Khiran Park, which will become the flagship project of the company and will be presented in a new, world-class solution.
Winter Wonderland
The head of the maintenance team in project management at the company, Jassim Al-Jassim, stated that the Winter Wonderland project is now in its third season. The area, which was 75,000 square meters in the first season, has expanded to 130,000 square meters this season. This will offer a new experience for visitors, with more than 50 diverse games suitable for all ages. The project is divided into several sites, with a special area designated for children.
Al-Jassim added, that the park features 35 restaurants, cafes, and snack bars, strategically distributed around the area. Since last April, they began the interior design with Kuwaiti youth, and the operation began last November. They worked closely with contractors from morning to evening, ensuring the project’s completion. This year, they have enhanced the infrastructure and added new elements, with improvements made every year for a better experience.
South of Al-Sabahiya
In turn, the operations engineer in the company’s project management, Nour Al-Majed, stated that the South Al-Sabahiya Park project, developed in 2023 by Kuwaiti teams, focuses on family entertainment. One of the key developments is the restoration of buildings and renovation of infrastructure. This is the second season, and the park’s operating period will last for at least 4 months.
Al-Majed added that the project covers an area of 107,000 square meters. This year, they focused more on children aged 5 and younger, collaborating with Kuwaiti companies to provide toys. The company has expanded its projects across various regions of the country, ensuring that all are equipped with the same toys, experience, and quality, but each with its own unique aesthetic character.
Waterfront
The Senior Project Management Engineer at the company, Mohammed Al-Maqamis, said, that they have a cosmetic waterfront project stretching 10 kilometers along Gulf Street, divided into two phases. The first phase, from Kuwait Towers to Al-Jazeera, was completed in February 2024. The second phase, from Al-Jazeera to the Yacht Club in Masnat Al-Shaab, is currently underway and will be opened next February before the national holidays.
Al-Maqamis added that the project includes a 12-kilometer running track, a 15-kilometer cycling path along the waterfront, and a contemporary design for the flooring. They focused on sustainability in the design, replacing lighting with solar energy, providing 40 electric car chargers, planting trees and plants native to Kuwait, and adding art installations. Additionally, they developed kiosks and prepared the beaches for future events.
Audience and Marketing
The Director of the Marketing Department at the company, Abdullah Al-Omani, said, that they are facing a great challenge as they target a new generation that has not been trained in the Tourism Enterprises Company. The company has focused on activating the its role and showcasing all its projects on social media channels. By posting their activities daily, they have successfully reached their target audience, which has been reflected in the success of their selected projects.
Al-Omani added that they have strategic partnerships with the private sector, such as the P.P.T project, which offers a horror experience that the new generation enjoys. Additionally, the Salt project, brought to Kuwait from the UAE, has received great demand from the youth. They welcome all ideas and have made it easier to submit projects through the company’s website. A link has been provided for presenting projects, and the company’s stakeholders will communicate with applicants. It’s preferable to include a feasibility study, area, operation period, and other details when submitting proposals.
Al-Omani pointed out that all the company’s projects now operate without cash payments for tickets; everything is handled through the application. This has helped eliminate the black market issues that arose during the first season of the Winter Wonderland event. Additionally, they have released a new update for the application.

The Co-Director of KLAND, Fahad Jassim Al-Baghli, expressed gratitude towards the Tourism Projects Company, calling it a strategic partner. He highlighted the support the company has provided at all levels, including media assistance and facilitating the issuance of licenses for their project. He emphasized that without this support, their project would not have been able to open.
Al-Baghli further praised the Tourism Projects Company for its flexibility and willingness to support within the framework of the law. He shared that their partnership began a year ago when they presented a new idea, which was met with enthusiasm and support from the company. Al-Baghli emphasized that the company extends the same level of support to any investor with innovative ideas that aim to enhance the tourism sector in Kuwait.
Moreover, Al-Baghli highlighted the improvements made to their project, noting that they learned from previous mistakes by increasing the number of games, allowing free entry, and adding more shaded areas to adapt to weather changes. They focused on catering to children and worked hard to develop a distinctive and new experience. He thanked all parties involved, and shared that over 15,000 visitors attended the opening day and expressing hope for continued success.
Al-Baghli expressed hope for a change in the contract format between investors and the Tourism Projects Company, particularly regarding the short duration of contracts. While respecting the existing laws, he emphasized the need for longer contract periods to allow for the development and maintenance of facilities, enabling projects that offer something special to society. He believes the government is supportive of the tourism sector and will continue to assist investors in making significant contributions to Kuwait’s tourism.
