Kuwait, UAE sign MoU to combat commercial fraud and protect consumers

  • The agreement will strengthen cooperation in consumer protection, commercial oversight, digital transformation and anti-fraud efforts, while establishing a joint working group to oversee implementation.

Kuwait and the United Arab Emirates have signed a memorandum of understanding (MoU) to strengthen cooperation in consumer protection, commercial oversight and combating commercial fraud.

The agreement, approved under Decree No. 105 of 2026 and published in the latest issue of the Official Gazette Kuwait Alyawm, was signed in Kuwait on January 29 between Kuwait’s Ministry of Commerce and Industry and the UAE Ministry of Economy and Tourism.

The MoU seeks to enhance bilateral cooperation through the exchange of expertise, best practices and digital solutions in areas including consumer protection, market supervision, competition regulation and measures to combat unfair commercial practices.

Under the agreement, the two countries will collaborate on price monitoring, complaint handling mechanisms, consumer awareness campaigns and the exchange of information to strengthen consumer rights and promote fair competition.

The partnership also includes joint research on consumer issues, market pricing, defective product recalls and the organization of conferences, workshops and specialized training programs.

A joint working group comprising officials from the consumer protection departments of both countries will be established to prepare implementation plans, set timelines, develop funding mechanisms and monitor the progress of joint initiatives. The group may also form specialized subcommittees where necessary.

The memorandum states that each country will bear its own implementation costs and that no financial obligations will arise for either party beyond agreed activities.

The agreement also includes provisions to safeguard the confidentiality of shared information, protect intellectual property rights and ensure that any disputes are resolved amicably through consultations and diplomatic channels.
