Iran sets conditions for acceptance of Pakistan plan

  • Tehran rejects a temporary ceasefire and requires that the truce include Lebanon
  •  Iran refused to open the Strait of Hormuz in full before a final agreement was reached
  • Demanded U.S. damages or approval of transit fees for the Strait

Iran has outlined a set of conditions for accepting a Pakistani proposal aimed at ending the conflict in two phases, according to a source in the Iranian Foreign Ministry Arabic daily Al Jarida announced.

Tehran has rejected the idea of a temporary ceasefire, instead insisting on a broader and more comprehensive halt to hostilities that extends beyond Iran to other fronts, including Lebanon, in reference to the ongoing conflict involving Hezbollah.

Al Jarida stated that Iran is seeking only a partial reopening of the Strait of Hormuz, emphasizing that the United States and countries it considers hostile should not be allowed full access to the waterway until a final and comprehensive agreement is reached. Iran is also demanding compensation for damages it attributes to U.S.-Israeli actions, along with the lifting of all sanctions. Alternatively, Tehran wants the right to impose transit fees on vessels passing through the strait as a means of securing financial compensation.

According to reports, Pakistan presented its initiative on Sunday to Iranian Foreign Minister Abbas Araqchi and US envoy Steve Whitkoff. The plan proposes an immediate ceasefire in exchange for Iran reopening the Strait of Hormuz to global shipping. It also envisions a comprehensive agreement to be finalized within 20 days, with a possible extension to 45 days. The broader deal could include Iran committing not to pursue nuclear weapons in return for sanctions relief and the release of frozen assets.

Iranian Foreign Ministry spokesperson Esmail Baqaei confirmed that Tehran has already formulated its response to the latest ceasefire proposals delivered through intermediaries. He stressed that Iran’s position is rooted in its national interests and noted that previous US proposals, including a 15-point plan, were rejected for being excessive. Baqaei added that Iran’s clear articulation of its demands reflects confidence in defending its stance, not a willingness to concede, and said further details will be announced in due course.
