Kuwait takes steps to strengthen support for victims of domestic violence

Minister of Social Affairs, Family and Childhood Affairs, Dr. Amthal Al-Huwaila, has issued a ministerial decision to establish the Board of Directors of the Domestic Violence Victims Care Fund, headed by the Secretary-General of the Supreme Council for Family Affairs.

The decision, published in the Official Gazette “Kuwait Alyawm,” is part of ongoing efforts to strengthen protection and provide support for victims of domestic violence.

The Ministerial Resolution No. 271 of 2025, comprising 20 articles, details the Board’s formation and composition. Members include the Director of the Secretary-General’s Office, representatives from the Financial, Legal, and Protection Centers departments of the Supreme Council for Family Affairs, as well as officials from the Ministry of Social Affairs, including the Charitable Associations and Endowments Department and Financial Department, reports Al-Rai daily.

At its first meeting, the Board will elect a Vice-Chairman, Secretary, and Treasurer. The Fund’s resources will come from state allocations through the Supreme Council’s financial appropriation and unconditional donations and gifts.

These resources will be dedicated to providing care for victims, as well as preventive and rehabilitative programs aimed at both perpetrators and victims of domestic violence.

The Board is tasked with organizing the donation process, determining beneficiary eligibility, safeguarding and developing resources, approving the annual budget, and selecting an external auditor in line with established controls. The Chairman of the Fund will oversee meetings, represent the Fund in legal and financial matters, and sign contracts and correspondence.

The Treasurer will monitor donations, track revenues and expenditures, maintain asset records, and supervise final accounts. The Secretary-General will manage meeting invitations, agendas, minutes, and correspondence related to the Fund. The Board is required to meet at least once a month, with decisions passed by majority vote, and the chairman’s vote prevailing in case of a tie.

Board members are entitled to a monthly bonus, determined by the Chairman of the Supreme Council in accordance with Cabinet Resolution No. 513 of 2023 and related regulations. The Fund’s annual budget will run from April 1 to March 31, and expenditures must adhere to the Ministry of Finance’s approved allocations. Regular accounting systems will be maintained, overseen by a specialized accountant.

The decision emphasizes that the Fund may utilize technical, administrative, and legal expertise to achieve its objectives, with remuneration governed by the annual budget. All previous regulations inconsistent with this decision have been repealed. The establishment of the Board marks a significant step in Kuwait’s commitment to protecting domestic violence victims and providing structured, transparent support services.
