Kuwait Cabinet fast-tracks disability education services before 2026-27 school year
In a move reflecting the government’s commitment to developing the system for the care and education of persons with disabilities and enhancing the integration of roles between government agencies, the Cabinet has taken new measures to accelerate the transfer of educational and rehabilitation services to the competent authorities, ensuring the system’s readiness before the start of the new academic year and guaranteeing the continued provision of services with high efficiency and quality.
The Cabinet decided to task the Public Authority for Disability Affairs to coordinate with the Ministry of Education, the Ministry of Social Affairs, the Ministry of Finance, and any other entities it deems appropriate, to work on overcoming all administrative and financial obstacles and resolving issues related to transferring the educational and rehabilitation services of schools and nurseries for people with disabilities to the Ministry of Education, while addressing the files of financial support budgets and tuition fees, and amending the relevant regulatory bylaws, in order to ensure a smooth transition of services before the start of the new academic year 2026-2027.
The decision came after the Cabinet reviewed the report of the Public Authority for Disability Affairs regarding the roadmap for transferring the affiliation of educational and rehabilitation services to the Ministries of Education and Social Affairs, and the accompanying administrative and financial challenges that require addressing, in addition to reviewing the report of the Ministry of Health regarding the regulation of licenses, medical clinics and nurseries in accordance with Ministerial Resolution No. (337) of 2025, and in accordance with the requirements of the Kuwaiti Accessibility Code.
The Council also reviewed the recommendation of the Education, Health and Youth Committee regarding the development of educational buildings for schools for people with disabilities, and the recommendations submitted by the Committee for the Development of Educational Buildings, which came after a series of coordination meetings held by the Public Authority for Disability Affairs with the Ministries of Education, Social Affairs, Finance and Health, with the aim of completing the requirements for transferring affiliation and addressing the challenges associated with it.
The Cabinet also reviewed the Ministry of Health’s findings regarding the procedures for issuing and renewing health licenses for schools and nurseries for people with disabilities, within the framework of developing the educational and rehabilitation environment, and in coordination with the relevant authorities to ensure compliance with the approved health and regulatory requirements.
