Cabinet Designates Interior Minister as Competent Authority to Enforce Anti-Terrorism Law
The Ministry of Interior now assumes primary responsibility for enforcing Kuwait's new Anti-Terrorism Law, strengthening the country's national security framework.
Kuwait’s Cabinet has formally designated the First Deputy Prime Minister and Minister of Interior, Sheikh Fahad Al-Yousef, as the competent authority responsible for implementing and enforcing the country’s new Anti-Terrorism Law, reinforcing the government’s commitment to strengthening the national framework for combating terrorism and safeguarding public security.
The decision was issued under Cabinet Resolution No. 718 of 2026 and has been published in the Official Gazette Kuwait Alyawm, giving it immediate legal effect upon publication.
Under the resolution, the Minister of Interior will oversee the implementation of Law No. 47 of 2026 on Combating Terrorism Crimes, ensuring the enforcement of its provisions and coordinating the measures required to address terrorist threats in accordance with the law.
The Cabinet decision also directs the Prime Minister and all ministers, each within their respective areas of responsibility, to implement the provisions of the resolution and cooperate in carrying out the law effectively across all government agencies. The designation further consolidates the Ministry of Interior’s central role in Kuwait’s national security architecture, reflecting the government’s continued efforts to enhance institutional coordination in confronting terrorism, extremism, and related security threats.
Law No. 47 of 2026 represents one of Kuwait’s most comprehensive legislative frameworks aimed at preventing and combating terrorism. The legislation provides authorities with expanded legal mechanisms to investigate, prosecute, and deter terrorism-related offences while strengthening national coordination among security, judicial, and government institutions.
With the resolution now in force, the Ministry of Interior assumes primary responsibility for supervising the law’s implementation, marking another significant step in Kuwait’s broader strategy to reinforce national security, protect public order, and align its counter-terrorism framework with evolving regional and international security challenges.
