Al-Enezi proposes easier home permits, lower costs for citizens

Municipal Council member Abdullah Al-Enezi has submitted a proposal to reorganize the procedures for issuing permits for awnings and home gardens in private and model residential areas, with the aim of improving municipal services, simplifying procedures and reducing financial burdens on citizens.
Al-Enezi said the proposal reflects the Council’s commitment to enhancing government services and developing administrative processes while maintaining a balance between urban planning requirements and easier access to municipal approvals.
Al-Enezi explained that the initiative follows feedback and observations received from citizens regarding the cost of obtaining permits for awnings and home gardens.
He noted that requiring applicants to process these permits exclusively through licensed engineering offices has created additional financial pressure for many residents, particularly as these projects are generally subject to unified technical requirements and often do not require complex engineering designs.
Al-Enezi stressed that the proposal does not seek to remove the role of licensed engineering offices or reduce their technical responsibilities.
Instead, he said the objective is to reorganize procedures in a way that maintains service quality and technical standards while making municipal services more accessible and affordable for citizens.
He emphasized that the proposed changes are designed to support principles of fairness, efficiency and streamlined government procedures in line with Kuwait’s broader efforts to improve public services.
Al-Enezi called on the executive body to study the proposal and provide its response in accordance with the provisions and procedures of Kuwait Municipality Law No. (33) of 2016 and its executive regulations.
He said timely consideration of the proposal would allow the Municipal Council to continue fulfilling its legislative and supervisory responsibilities while monitoring implementation steps.
The proposal aims to contribute to the development of municipal services, reduce unnecessary costs for citizens and ensure that the technical role of engineering offices remains an integral part of the approval process.
