The committee overseeing candidate applications will adhere to the ruling of the Criminal Court of Cassation, led by Counselor Sultan Buresli, which prohibits individuals convicted in by-elections from running for office.

Candidates will be assessed based on constitutional and legal criteria, as well as electoral law provisions and precedents set by Constitutional and Cassation Courts. Particularly, contestants previously convicted of taking part in primaries will be subject to scrutiny. The committee, headed by an advisor appointed by the Supreme Judicial Council, will commence its review this week, reports Al-Jarida daily.

Moreover, the General Department of Security Relations and Media emphasized that candidates must hold original Kuwaiti nationality, meet voter eligibility requirements, be proficient in Arabic, and be at least 30 years old on election day. Candidates must not have previous convictions for felonies, crimes against honor or trust, or blasphemy, unless rehabilitated.

Nominees are required to submit their applications, accompanied by original citizenship and civil identification documents, to the Election Affairs Department during official working hours. A deposit of 50 KD must also be paid, which will be allocated to charitable causes if the candidate withdraws or does not secure a sufficient number of votes.

Furthermore, those holding public office are prohibited from exercising their powers from the day following the nomination deadline until the election process concludes. Ministers, members of the judiciary, public prosecution, and investigation department members must resign before running for office. Military personnel must provide proof of completing their service.
