The Times Kuwait Report

The Ambassador of the Russian Federation to Kuwait, Vladimir Zhiltov, has reaffirmed the strength and depth of Russian-Kuwaiti relations, describing Kuwait as a reliable partner and expressing confidence that bilateral ties will continue to expand across multiple sectors, including trade, energy, tourism, education, and cultural exchange.

Speaking during a reception hosted by the Russian Embassy to mark Russia’s National Day, Ambassador Zhiltov praised the wisdom and balanced diplomacy of Kuwait’s leadership, noting that both countries share a long-standing relationship founded on mutual respect and constructive cooperation.

The event was attended by Kuwait’s Deputy Foreign Minister Hamad Al-Mashaan, senior government officials, diplomats, and members of the diplomatic community accredited to Kuwait.

Historic Ties Spanning More Than a Century

Ambassador Zhiltov highlighted the historical foundations of relations between the two nations, noting that contacts between Russia and Kuwait date back to the early twentieth century when Russian naval vessels visited Kuwait Bay during the reign of the late Sheikh Mubarak Al-Sabah.

He recalled that Kuwait became the first Gulf nation to establish diplomatic relations with the former Soviet Union in 1963, a milestone that laid the groundwork for a partnership that has continued to evolve and strengthen through changing regional and global circumstances.

Expanding Cooperation Across Key Sectors

The ambassador noted that Russia and Kuwait continue to deepen cooperation in a wide range of areas, including trade, investment, energy, military-technical cooperation, culture, education, and people-to-people exchanges.

Tourism, he said, has emerged as a particularly promising avenue for strengthening bilateral ties. Russia is witnessing growing interest from visitors from Gulf countries, including Kuwait, creating new opportunities to enhance cultural understanding and foster closer connections between the two peoples.

Zhiltov expressed confidence that the friendly relationship between the two countries will continue to flourish, contributing to regional stability, economic development, and international cooperation.

Partnership Built on Mutual Respect

Addressing Russia’s relations with the Arab world, the ambassador emphasized that Moscow regards Arab nations as valued partners and trusted friends. He stated that Russian-Arab relations are guided by principles of mutual respect, trust, non-interference in internal affairs, and recognition of the legitimate interests of all parties.

He stressed that these principles are particularly reflected in Russia’s relationship with Kuwait, which Moscow views as an important regional partner known for its balanced and constructive diplomatic role.

Political Solutions Essential for Regional Stability

Commenting on developments in the Middle East, Ambassador Zhiltov said the region continues to face growing security and political challenges that require dialogue-based solutions grounded in international law and diplomacy.

He reiterated Russia’s support for establishing a comprehensive collective security framework for the Gulf region that would guarantee the security of all countries, help prevent conflicts, strengthen trust, and encourage greater regional cooperation.

Advocating a Multipolar International Order

On global affairs, Zhiltov observed that the international system is undergoing significant transformation toward a more balanced and multipolar order. While acknowledging the challenges associated with this transition, he emphasized Russia’s support for a world order based on sovereign equality, respect for international law, and equal and indivisible security for all nations.

Celebrating Russia’s National Day

Reflecting on Russia’s National Day, the ambassador said the occasion symbolizes not only the modern Russian state but also the continuity of a civilization whose history spans more than a thousand years.

He noted that generations of Russians have contributed to building a nation distinguished by its rich cultural heritage, enduring traditions, and strong national values. Despite facing numerous challenges throughout its history, Russia has maintained its unity and resilience, strengthening national cohesion and reinforcing its commitment to safeguarding its sovereignty and national interests.

Ambassador Zhiltov concluded by expressing optimism about the future of Russian-Kuwaiti relations, underscoring the shared commitment of both nations to expanding cooperation and promoting peace, stability, and prosperity at the regional and international levels.
