US and Iran release text of ‘Islamabad memorandum of understanding’

US officials have released the text of the “Islamabad Memorandum of Understanding” between the United States and Iran, a sweeping framework agreement aimed at bringing an immediate end to hostilities and laying the groundwork for a broader peace settlement.

The document sets out an instant ceasefire across all theatres of conflict, commitments to respect sovereignty, and the withdrawal of US military assets deployed in the war. It also outlines a phased easing of sanctions, provisions for Iran to resume oil exports, and the creation of a major reconstruction fund to support post-war recovery.

Central to the agreement are Iran’s pledge not to pursue nuclear weapons, measures to place its enriched uranium under international supervision, and the establishment of a joint mechanism to monitor compliance as both sides enter 60 days of negotiations toward a final deal.

Here is the full text:

The war ends immediately — The first clause establishes an immediate US-Iran ceasefire across all theatres of conflict, with both sides pledging to refrain from future military action or threats.

Respect for sovereignty — The agreement commits both countries to respecting each other’s territorial integrity and political independence.

America will lift its naval blockade –– The memorandum also states that US military assets deployed specifically for the conflict will be withdrawn as part of implementing the agreement.

Hormuz must reopen — The agreement also commits both countries to work together to ensure safe maritime navigation in the region.

A $300 billion reconstruction promise — The United States says it will support the establishment of a reconstruction and development fund worth around $300 billion for Iran, intended for rebuilding infrastructure and supporting economic recovery after the conflict.

Sanctions will be phased out — Washington agrees to begin removing sanctions imposed on Iran, including unilateral US sanctions and measures backed by international bodies.

Iran reaffirms it will not build nuclear weapons — One of the deal’s central pillars is Iran’s commitment that it will never develop nuclear weapons.

Enriched uranium will be neutralised — Rather than eliminating its enriched uranium stockpile, Iran agrees to down-blend it under the supervision of the International Atomic Energy Agency (IAEA).

No escalation during the next 60 days – Until negotiations concluded, both countries agree not to worsen the situation. Iraq will avoid expanding nuclear activities, while the US agree not to issue new sanctions beyond existing measures.

Iran can resume oil exports – The United States commits to issuing sanction waivers but would allow Iran to restart oil exports and related banking transactions during implementation.

Frozen Iranian assets could be released – The memorandum also opens the door for Iran to regain access to frozen overseas assets.

A joint monitoring mechanism will be created – The agreement establishes an implementation mechanism to oversee compliance and monitor whether both sides fulfil their commitments.

Only some issues are settled for now – The memorandum leaves some issues unresolved, with further negotiations planned to reach a comprehensive final agreement once initial commitments are implemented and verified.

The final deal will need UN approval – The memorandum concludes by stating that any permanent agreement will ultimately be endorsed through a binding resolution of the UN Security Council.
