PAM highlights domestic worker rights on International Domestic Workers Day

The Public Authority for Manpower has clarified key provisions under Kuwait’s domestic labor regulations, confirming that employers are entitled to retain official receipts related to wage transfers and payments for domestic workers.
The announcement was made on June 18, 2026, coinciding with International Domestic Workers Day and the anniversary of C189 – Domestic Workers Convention, 2011 (No. 189)
The Authority reiterated its commitment to protecting the rights and dignity of domestic workers in line with Law No. 68 of 2015, which outlines the legal framework governing their employment.
The law sets out obligations for both employers and workers, including proper documentation of wage payments, respect for contractual duties, and adherence to workplace conduct. It also affirms workers’ rights to weekly and annual leave, while requiring them to carry out assigned duties responsibly and in accordance with their contracts.
PAM emphasized that workers must not disclose employers’ private matters or misuse their property, while also noting that employers are required to safeguard workers’ dignity and ensure humane working conditions.
The statement underlined that domestic workers are permitted to retain personal identification documents, including passports and civil IDs. Concluding its remarks, the Authority stressed that “decent work” is defined by fair treatment, mutual respect, and equal protection of rights for all parties under the law.
