Security, reform, billion-dollar projects define Kuwait govt’s transformational second year

As the government of His Highness Sheikh Ahmed Al-Abdullah approaches the end of its second year, the impact of its strategic vision, extensive field efforts and well-planned reform programs has become increasingly evident across Kuwait.

Formed by Amiri decree on May 12, 2024, and sworn in on May 15 of the same year, the government from May 2025 to May 2026 balanced ambitious development goals with unprecedented regional challenges while maintaining steady momentum in performance and achievement.

The government’s second year was effectively divided into two phases. During the first ten months, efforts focused on accelerating major development projects, advancing reform programs, improving public services and strengthening digital transformation and economic reform initiatives.

The ministries worked to enhance government efficiency while implementing the directives of the country’s leadership to speed up development and modernize state institutions.

In the final two months, however, the country faced exceptional circumstances following the Iranian aggression, which created escalating security and economic pressures.

The government responded with continuous emergency monitoring and high-level coordination to safeguard national stability. Despite the seriousness of the situation, state institutions ensured the uninterrupted flow of essential services, supplies and goods for citizens and residents, while security and emergency preparedness levels were raised to their maximum capacity.

At the same time, development projects and national plans continued without interruption, reflecting the government’s ability to balance crisis management with sustainable development, local Arabic daily reports.

Guided by the directives of His Highness the Amir Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah and supported by the efforts of His Highness the Crown Prince Sheikh Sabah Al-Khaled Al-Sabah, Kuwait’s diplomatic and government institutions worked around the clock to preserve security and stability, while internal agencies intensified measures to protect the country and meet the needs of the population.

The government also recorded progress in several complex reform files. In the national identity sector, amendments were introduced to the Kuwaiti Nationality Law under Amiri Decree No. 15 of 1959, alongside the issuance of Decree-Law No. 53 of 2026 regulating lineage claims and name corrections.

In digital transformation, Kuwait strengthened cooperation with major global technology companies including Google Cloud and Microsoft in artificial intelligence, cybersecurity and digital platforms.

Legislative reforms also produced measurable results, with the new anti-drug law contributing to a 44 percent reduction in narcotics and psychotropic substance trafficking cases during its first four months compared to the previous year, while updated traffic regulations improved compliance and road discipline.

Major development projects remained at the center of the government’s agenda through 50 meetings of the ministerial committee responsible for overseeing strategic national projects.

These included progress on Mubarak Al-Kabeer Port, renewable energy cooperation, waste recycling systems, housing expansion, sewage treatment infrastructure, afforestation and anti-desertification initiatives, railway connections with Saudi Arabia and GCC countries, as well as developments in the new passenger terminal project at Kuwait International Airport.

In education, reforms continued through curriculum modernization, the introduction of artificial intelligence and cybersecurity concepts, stronger examination systems and progress in long-term educational reform plans.

Across all sectors, anti-corruption remained a central priority, highlighted by electronic integration between the Public Authority for Combating Corruption and 13 government agencies, paving the way for a broader strategy aligned with Kuwait’s future vision.
