Kuwait grants first 15-year Golden Residency to Lulu Group chairman

First Deputy Prime Minister and Minister of Interior Sheikh Fahad Yusuf Saud Al-Sabah presented Kuwait’s first 15-year Golden Residency permit to Lulu Group International Chairman Yusuff Ali M.A., under the country’s newly approved Golden Residency system.
The Ministry of Interior said in a statement that the ceremony was attended by Acting Assistant Undersecretary for Support Security Services Brig. Gen. Fawaz Al-Roumi, noting that the move comes as part of the government’s efforts to support the national economy and enhance Kuwait’s investment environment.
Sheikh Fahad said the launch of the Golden Residency scheme represents a strategic step toward developing the country’s residency system, attracting high-quality investments and capital, and strengthening Kuwait’s position as an attractive economic hub in line with the state’s development plans and future vision.
He added that granting the Golden Residency reflects the state’s commitment to providing a stable and investment-friendly environment, enhancing confidence in Kuwait’s administrative and legislative framework, and contributing to sustainable economic development.
The minister said the Ministry of Interior, in coordination with the Kuwait Direct Investment Promotion Authority (KDIPA) and the Public Authority for Civil Information (PACI), had developed an integrated Golden Residency framework based on clear standards and criteria that align with international best practices while maintaining legal and regulatory safeguards.
Sheikh Fahad reaffirmed the ministry’s commitment to continuously developing its services and providing qualitative facilities for investors in a manner that reflects Kuwait’s modern image, strengthens confidence and stability, and serves the country’s higher interests.
He added that the Golden Residency program underscores the state’s commitment to supporting partnerships with the investment sector and enabling investors to conduct their business in a secure and stable environment, stressing that efforts will continue to modernize relevant systems and procedures in line with evolving economic and development needs.
