Kuwait eyes tourism growth with comprehensive public beaches development program
Waterfront expansion gains momentum as Municipality seeks beaches upgrade contracts
Kuwait is preparing for a major makeover of its public beaches, with the Municipality seeking to float a nationwide tender for beautification, construction and maintenance works along the country’s coastline as part of broader efforts to boost tourism and enhance recreational areas.
The tender documents, submitted to the Central Agency for Public Tenders, covers a broad range of works, including landscaping, beach infrastructure upgrades and maintenance, as well as the construction of small service facilities such as public restrooms.
The project will also include decorative and recreational features such as water fountains, ornamental columns, paved walkways, children’s playgrounds, sports fields and landscaped green spaces. The scope and scale of development will vary according to the location and specific requirements of each beach, the documents said.
The initiative comes as Kuwait increases its focus on developing its waterfront as a key tourism and leisure asset. Authorities aim to transform public beaches into vibrant destinations offering recreational, marine and sporting activities within a safe and sustainable environment, reports Al-Qabas daily.
Kuwait ranked as the seventh most-visited Arab tourism destination in 2025, attracting 8.56 million visitors, according to figures cited in the report. Officials see improvements to public beaches as a potential driver of further growth in visitor numbers.
Several government entities, including the Kuwait Municipality, the Ministry of Information and the Tourism Projects Company, are implementing tourism, entertainment and cultural projects designed to promote domestic tourism and expand leisure offerings.
The wider development pipeline includes waterfront projects, markets and cultural facilities, alongside initiatives extending from Jahra to Failaka Island. Authorities say these projects are intended to reshape Kuwait’s entertainment landscape through upgrades to beaches, heritage sites and recreational infrastructure across the country.
Beach and waterfront developments remain among the government’s key priorities. Planned projects include the Jahra Corniche, a five-kilometer waterfront stretch between Green Island and Masnat Al Shaab, the redevelopment of Al Mesilla Beach and the second phase of the national waterfront project.
Under the tender conditions, the successful contractor will be required to provide a one-year warranty and maintenance period for all completed works, while electrical and mechanical installations will be covered by a two-year warranty. The provisions are separate from the decennial liability requirements stipulated under Kuwaiti civil law.
The tender is also open to small and medium-sized enterprises (SMEs), subject to eligibility requirements set by the National Fund for SME Development. Participating firms must submit registration certificates, audited financial statements and documentation confirming compliance with asset, revenue and workforce thresholds specified for small and medium-sized businesses.
Applicants must also provide valid commercial registration and licensing documents demonstrating that their business activities are compatible with the scope of the tendered works.
