Kuwait calls for time-bound elimination of nuclear weapons, stresses NPT credibility

Kuwait has reaffirmed that nuclear disarmament remains the cornerstone of the Treaty on the Non-Proliferation of Nuclear Weapons, stressing that the credibility of the global non-proliferation regime is directly tied to fulfilling commitments toward the complete elimination of nuclear weapons.

This position was outlined by Kuwait’s Deputy Permanent Representative to the United Nations, Faisal Al-Enezi, during his address before the First Main Committee of the 11th Review Conference of the treaty’s state parties.

Al-Enezi expressed deep concern over the deteriorating global security environment, highlighting escalating rhetoric surrounding the use of nuclear weapons and the continued expansion and modernization of nuclear arsenals, which he said contradict the treaty’s core objectives.

He emphasized the necessity of fully implementing Article 6 of the treaty, rejecting any attempts to reinterpret or condition its provisions, and underscoring that nuclear disarmament obligations are legally binding and must be executed without delay, according to news agencies.

Kuwait called for the adoption of a practical, time-bound roadmap to eliminate nuclear weapons through clear, measurable, and internationally verifiable stages, aimed at enhancing transparency and restoring balance to the treaty framework.

Al-Enezi urged nuclear-armed states to provide transparent data on their arsenals and disarmament plans, warning that continued reliance on nuclear deterrence and the development of advanced weapons undermine global disarmament efforts and weaken trust in the international system.

He further stressed the need for immediate risk-reduction measures, including lowering the operational readiness of nuclear weapons, strengthening confidence-building mechanisms, and reducing the role of such weapons in military doctrines.

Kuwait also reaffirmed its support for legally binding security guarantees for non-nuclear states, advocated adherence to a no-first-use policy, and called for accelerating negotiations on banning fissile material production, alongside expediting the entry into force of the Comprehensive Nuclear-Test-Ban Treaty and advancing efforts to establish a Middle East free of weapons of mass destruction.
