Kuwait launches $100 million emergency response fund to boost national preparedness

The Kuwait Fund for Arab Economic Development announced on Sunday the launch of the “Kuwait Emergency Response Fund,” a strategic national initiative with an initial capital of $100 million aimed at strengthening the country’s preparedness and enhancing its ability to respond to emergencies and exceptional circumstances.
The announcement was made during a press conference attended by Foreign Minister and Chairman of the Kuwait Fund’s Board of Directors Sheikh Jarrah Al-Jaber, alongside officials from various ministries and government bodies.
In his address, Sheikh Jarrah said the initiative reflects Kuwait’s longstanding values of solidarity, responsibility, and national unity, emphasizing that the current regional situation requires heightened readiness and coordinated institutional action.
He noted that the initiative comes amid exceptional regional developments and the repercussions of what he described as the “heinous Iranian aggression,” which has affected Kuwait’s security and stability and highlighted the need to strengthen national preparedness and response capabilities.
Sheikh Jarrah explained that the Emergency Response Fund is designed to create an integrated institutional mechanism capable of mobilizing local funding to support efforts aimed at addressing damages affecting national infrastructure and vital facilities.
He said the initiative would rely on the Kuwait Fund’s decades-long expertise in supervising and financing development and infrastructure projects around the world, applying that experience to support domestic recovery, rehabilitation, and crisis-response efforts.
The foreign minister stressed that Kuwait has historically demonstrated unity and cohesion during times of crisis, describing these values as a source of confidence in the country’s ability to overcome challenges and safeguard national stability.
He also expressed appreciation to His Highness the Amir Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah, His Highness the Crown Prince Sheikh Sabah Al-Khaled, and Prime Minister His Highness Sheikh Ahmed Al-Abdullah for their continued support of the initiative and the role of national institutions in strengthening Kuwait’s resilience.
Acting Director General of the Kuwait Fund Waleed Al-Bahr said the initiative was launched in response to the urgent need to mobilize national capabilities and institutional expertise during the current circumstances.
Al-Bahr stated that the Fund has dedicated its technical, financial, and administrative resources to support the state’s response, recovery, and rehabilitation efforts, while ensuring the continuity of essential services and protecting development gains.
He explained that the Kuwait Emergency Response Fund will operate through a special account within the Kuwait Fund, ensuring high standards of transparency, governance, and financial oversight in the allocation of resources to priority projects.
The Fund will evaluate financing requests, determine priorities, and coordinate implementation with government agencies and national institutions, while project execution will remain under the responsibility of the relevant authorities.
Al-Bahr noted that for more than six decades, the Kuwait Fund has financed development and infrastructure projects in 106 countries worldwide, making it one of the region’s leading development institutions.
He stressed that national responsibility now requires directing this accumulated expertise toward strengthening Kuwait’s resilience and recovery capabilities.
Al-Bahr also called on government entities, institutions, and the private sector to contribute to supporting the Emergency Response Fund, describing it as a national investment in Kuwait’s developmental security and the sustainability of its vital infrastructure, reports Al-Rai daily.
He revealed that the establishment of the fund comes in implementation of Cabinet Resolution No. 587 issued during meeting No. 19 of 2026, alongside a Board of Directors resolution approving the allocation of the initial $100 million capital.
The initiative is expected to serve as a leading national model for emergency response, recovery, and future preparedness, reinforcing Kuwait’s ability to face crises while preserving the country’s security, stability, and prosperity.
