CCCC begins site preparations for Mubarak Port Project on Bubiyan Island
With site preparations now under way and regulatory reforms being prioritized, the Mubarak Port project is entering a decisive phase that could reshape Kuwait’s infrastructure landscape and reinforce its ambitions as a regional economic center.

The China Communications Construction Company Limited (CCCC) has begun field preparation works at the site of the Mubarak Al-Kabeer Port project on Bubiyan Island, marking the first practical step toward completing the remaining phases of one of Kuwait’s most strategic infrastructure developments.
The move follows the signing of the engineering, procurement and construction (EPC) contract on December 22, paving the way for full-scale implementation.
Informed sources at the Ministry of Public Works said the Chinese contractor has already begun mobilizing machinery and undertaking on-site preparations in advance of construction works.
The preparatory phase is expected to continue for around three months, in accordance with the contractual timeline agreed between the ministry and the company, before the project moves into full-scale execution.
The sources underlined that Mubarak Al-Kabeer Port is a flagship project under Kuwait Vision 2035, with a pivotal role in positioning the country as a regional logistics and trade hub.
They noted that the project will play a key part in diversifying the national economy, expanding revenue streams, creating high-quality employment opportunities for Kuwaitis, and strengthening national capabilities across logistics, commercial services and supporting sectors.
They added that the project will support the development of associated sectors, stimulate private sector participation and reinforce Kuwait’s position on regional and international trade routes.
In parallel with the project’s mobilization, relevant government agencies are intensifying efforts to remove administrative and procedural obstacles that have historically slowed the implementation of major development projects.
Al-Rai newspaper has learned that the Cabinet has emphasized the urgent need to accelerate the introduction of legislative amendments to the Public Tenders Law. The aim is to resolve existing differences in interpretation, eliminate conflicting views among stakeholders and streamline approval processes, thereby ensuring smoother execution of strategic projects.
Officials believe that reforming procurement and tendering procedures will be critical in attracting international contractors, improving project delivery timelines and enhancing overall efficiency in the public sector.
Once completed, Mubarak Al-Kabeer Port is expected to serve as a key gateway linking Kuwait to regional and global markets, strengthening the country’s role in international supply chains. The project is also aligned with broader state objectives to develop Bubiyan Island as a logistics and commercial hub, supporting economic diversification and long-term sustainable growth.
