Top ten government entities lead with KD 393.2 million in spending

Ten government entities oversee 59% of the projects in the 2023-2024 development plan, managing 77 out of 130 projects and driving 87% of Kuwait’s development spending.

The Ministry of Public Works accounted for 34% of the total actual expenditure on development during the fiscal year 2023-2024, with KD 152.69 million spent. Its expenditure represented approximately 78.9% of the total estimated investments for the year, which amounted to KD 193.54 million.

A specialized government report revealed that ten out of 42 government entities were responsible for 87% of the total spending on development projects in Kuwait for the fiscal year 2023-2024. These ten entities accounted for approximately KD 393.2 million of the KD 450.8 million total expenditure, according to Al Anba newspaper.

According to the Executive Capacity of Government Entities in Terms of Spending Ratios data, included in the General Secretariat of the Supreme Council for Planning and Development’s report on the annual development plan and reviewed by the newspaper, the top ten government entities for development project spending were as follows:

  1. The Ministry of Public Works: It accounted for 34% of the total actual expenditure on development during the year, with KD 152.69 million spent. Its expenditure represented approximately 78.9% of the total estimated investments for the year, which amounted to KD 193.54 million.
  2. Ministry of Health: It accounted for 14.6% of the total actual spending by government entities during the year, totaling KD 66.11 million. Its spending represented approximately 64.16% of the total estimated investments for the year, which amounted to KD 103 million.
  3. Public Authority for Housing Welfare: The authority dominated 13.3% of the total actual spending by government entities during the year, amounting to KD 60.1 million. Its expenditure was about 18.07% of the total estimated investments for the year, which were KD 332.7 million.
  4. Kuwait Petroleum Corporation: It controlled 7.2% of the total actual spending by government entitiesduring the year, with KD 31.64 million spent. Its expenditure was approximately 37.12% of the total estimated investments for the year, which were KD 85.27 million.
  5. Public Authority for Sport: It accounted for 5% of the total actual spending by government entities during the year, totaling KD 22.25 million. Its spending reached about 99.38% of the total estimated investments for the year, which amounted to KD 22.39 million.
  6. Kuwait University: It dominated 3.6% of the total actual expenditure by government entities during the year, with KD 16.37 million spent. Its expenditure represented about 23.29% of the total estimated investments for the year, which were KD 70.3 million.
  7. General Directorate of Civil Aviation: It controlled 3.2% of the total actual spending by government entities during the year, with KD 14.53 million spent. Its spending reached 53.84% of the total estimated investments for the year, which were KD 27 million.
  8. Kuwait Ports Corporation: The corporationaccounted for 2.84% of the total actual expenditure by government entities during the year, spending KD 12.83 million. Its expenditure represented about 40.04% of the total estimated investments for the year, which were KD 32.05 million.
  9. Ministry of Electricity, Water, and Renewable Energy: It controlled 2.4% of the total actual spending by government entities during the year, totaling KD 10.94 million. Its expenditure amounted to about 78.48% of the total estimated investments for the year, which were KD 13.94 million.
  10. Public Authority for Roads & Transportation: It accounted for 1.27% of the total actual expenditure by government entities during the year, with KD 5.74 million spent. Its spending reached about 84.75% of the total estimated investments for the year, which were KD 6.78 million.

In a related context, ten government entities control about 59% of the total number of existing projects, managing 77 out of 130 projects included in the development plan for 2023-2024.

Leading the list of entities with the most projects is the Ministry of Electricity and Water with 19 projects, followed by the Ministry of Public Works with nineprojects.

The Ministry of Health and the Kuwait Institute for Scientific Research each have eight projects. The Ports Corporation comes fifth with seven projects, while the Public Authority for Housing Welfare and the National Centre for the Development of Education each have sixprojects. The Kuwait Municipality and the Kuwait Youth Public Authority each have five projects, and the Public Authority for Sport is tenth with four projects.
