PAM spending reaches 679.5 million dinars in 2025/2026, far exceeding revenues
The Public Authority for Manpower (PAM) recorded expenditures of approximately 679.508 million dinars during the 2025/2026 fiscal year, while its revenues stood at around 94.126 million dinars, according to figures published by the official gazette Kuwait Alyawm. The figures show a gap of approximately 585.382 million dinars between PAM’s expenditures and revenues during the fiscal year.
According to Decree-Law No. 100 of 2026, the expenditure shortfall was covered through the budgets of ministries and government departments, under the General Accounts of the Ministry of Finance. The figures provide a snapshot of the scale of government funding required to support the Public Authority for Manpower’s operations during the fiscal year, with public funds covering the difference between its expenditure and internally generated revenues.
