PAM introduces new digital work permit services via As’hal portal

The Public Authority for Manpower has announced the launch of a package of new electronic services through the “As’hal” portal for company services, in a move aimed at accelerating digital transformation and simplifying procedures for employers in the private sector.

The authority said the new services include “work permit issuance – transfer from outside the sector,” “cancellation of work permit – expatriate workers,” and “reversal of work permit cancellation,” covering workers under residency articles (26, 27, 28, 29, and 30), as well as category (30) for those whose legal status has been amended, reports Al-Rai daily.

PAM explained that the “work permit issuance – transfer from outside the sector” service allows eligible workers to transfer under specific conditions, including holding a valid residency and passport throughout the permit period, absence of any legal suspensions on the worker or employer file, and no pending applications or travel bans. Prior approvals from relevant authorities are also required depending on the residency category.

The “cancellation of work permit, expatriate workers’ service applies to the same categories and requires the worker to be actively employed under Article (18) with valid residency inside the country, while ensuring there are no suspensions or pending requests related to the worker or employer file.

The authority also introduced a “reversal of work permit cancellation” service, which allows employers to reactivate previously cancelled permits, provided the worker remains eligible under the private sector system, the cancellation has been fully processed, and there are no outstanding restrictions or pending applications.

The Public Authority for Manpower stressed that these updates aim to improve regulatory efficiency, strengthen compliance mechanisms, and enhance the speed and transparency of labor procedures through fully digital services.
