Nine global consortia qualify for Kuwait’s Dabdaba, Shagaya renewable energy projects

The Public-Private Partnership Projects Authority (PPPA) announced the qualification of nine international consortiums for the Dabdaba Power Generation Project and the Shagaya Renewable Energy Project (Phase III – Project II), which aim to generate a combined 500 megawatts of clean energy.
The Authority explained that once the bidding date is determined, all qualified companies and consortiums will be invited to submit proposals to obtain the official bidding documents.
However, it clarified that this announcement does not obligate the Authority to proceed with the next stage or to award the tender, as it reserves full rights to cancel, repeat, amend, or continue the project through other means at any time, without incurring liability to itself or any government entity, reports Al-Rai daily.
According to the statement, the qualification and tender process was conducted in line with the provisions of Law No. 39 of 2010, concerning the establishment of Kuwaiti joint-stock companies to undertake the construction and operation of power generation and water desalination plants, as well as Law No. 116 of 2014, governing public-private partnership projects and their executive regulations.
Informed sources at the Ministry of Electricity, Water, and Renewable Energy revealed that the ministry is placing high expectations on the third phase of the Shagaya Renewable Energy Project, noting that the first and second phases are expected to contribute a total of 1,600 megawatts to the country’s power grid.
The sources added that the ministry is also advancing discussions with the Chinese side to finalize the remaining phases of the Shagaya project and the Abdaliyah power station, as part of the memoranda of understanding signed between the two countries.
These projects represent a major step toward strengthening Kuwait’s renewable energy infrastructure and advancing its national goals for sustainable energy development and environmental stewardship.
