Kuwait moves to tighten compliance, cracks down on insurance sector violations

Insurance Regulatory Unit and the Ministry of Interior have agreed to strengthen coordination and intensify oversight of the insurance sector to ensure compliance with the Insurance Regulation Law, its executive regulations and related regulatory decisions.
The two sides held a coordination meeting to discuss mechanisms for enforcing insurance legislation and agreed to organize joint inspection campaigns to identify violations committed by workers in the sector and take appropriate legal action against those found in breach of the applicable rules.
IRU Chairman Mohammed Al-Otaibi said the unit had recently detected violations involving a number of insurance sector employees, including breaches of regulatory decisions as well as relevant laws and regulations. Al-Otaibi stressed that the unit would take all measures and impose penalties permitted under the law against anyone found to have violated or attempted to circumvent the applicable legislation, regardless of their position or status within the sector.
He said the measures are aimed at protecting customers’ rights and safeguarding the integrity and stability of Kuwait’s insurance market. Al-Otaibi added that since its establishment, the unit has focused on issuing regulatory decisions designed to develop the insurance sector, strengthen discipline and compliance, and enhance protections for insurance customers.
Brigadier General Abdulaziz Al-Omar, head of the Security Directorates Affairs Sector at the Ministry of Interior, reaffirmed the ministry’s commitment to enforcing laws and regulations across various sectors and welcomed continued coordination with the Insurance Regulatory Unit.
He said the cooperation would contribute to strengthening the rule of law and improving compliance and discipline within the insurance sector. Al-Omar said the Ministry of Interior would, within its jurisdiction and in accordance with established legal procedures, take the necessary action against proven violations to ensure compliance with applicable laws and regulations and prevent any disruption to public order.
He also confirmed that the procedures agreed upon between the two sides had been activated in accordance with approved legal and procedural frameworks. The meeting emphasized that all insurance sector workers and entities subject to the Insurance Regulation Law must comply fully with laws, regulations and decisions issued by the competent authorities.
Insurance companies, in particular, were reminded of their responsibility to ensure that their employees meet all applicable legal and regulatory requirements and to take the necessary steps to prevent violations that could result in legal action.
