Kuwait introduces automated pre-clearance mechanism to speed up cargo release

The General Administration of Customs launched a pre-clearance mechanism on Wednesday to expedite the release of goods, as part of ongoing efforts to develop the customs system and enhance the efficiency of logistics services at land ports.

In a press release, Customs announced the issuance of Customs Instruction No. (24) of 2026 regarding the regulation of pre-clearance procedures for goods arriving by land, within the framework of the digital transformation plan and the simplification of customs procedures.

The Customs stated that the new instructions aim to accelerate the release of goods, reduce paperwork, and improve the flow of commercial shipping, keeping pace with modern best customs practices and enhancing the business and trade environment.

It explained that, according to the instructions, importers or their legally authorized representatives can now initiate pre-clearance procedures through the automated customs system before the goods actually arrive at the customs department.

This is done by submitting the necessary data and documents well in advance, allowing for the completion of procedures upon arrival of the shipments.

Customs noted that the instructions stipulate the automatic cancellation of the customs declaration if the goods do not arrive within a maximum period of 30 days from the date of registration, in order to ensure data accuracy and streamline work procedures.

The source affirmed that this step is part of its efforts to enhance customs governance and reduce truck waiting times at land ports, in addition to supporting the complete digital transformation of procedures, which will contribute to improving the importer experience and raising the efficiency of operational performance at various customs ports.
