Ambassador Hayat offers condolences on death of former Laotian president
The Assistant Foreign Minister for Asian Affairs paid tribute to His Excellency General Khamtay Siphandone, former Chairman of the Lao People's Revolutionary Party Central Committee, highlighting the strong bilateral ties between the Laos and Kuwait.

• H.E. Boun Inthabandith, the Ambassador of the Republic of Laos to Kuwait, said the name of His Excellency General Khamtay Siphandone is forever etched in the memory of the Laotian nation as a revered and towering national leader.
The Laotian Embassy in Kuwait welcomed heads of missions who gathered to offer condolences on the passing of His Excellency General Khamtay Siphandone, former Chairman of the Lao People’s Revolutionary Party Central Committee and former President of the Lao People’s Democratic Republic.
Assistant Foreign Minister for Asian Affairs, Ambassador Sameeh Johar Hayat, offered his condolences to the Ambassador of the Republic of Laos to Kuwait on behalf of the Kuwaiti Foreign Ministry.
During his meeting with the Laotian Ambassador and his signing of the condolence book, Ambassador Hayat emphasized the strong bilateral relations between the two countries.
For his part, the Ambassador of the Republic of Laos to Kuwait, H.E. Boun Inthabandith, said that his embassy had opened a book of condolences following the death of His Excellency General Khamtay Siphandone, former Chairman of the Central Committee of the Lao People’s Revolutionary Party and former President of the Republic of Laos. He noted that the late leader’s son is the current Prime Minister.
He expressed his sincere gratitude for the presence of Ambassador Hayat, saying, “We are very grateful to him, and this gesture reaffirms the friendship between our two countries and its continued growth.” He added, “With great pride and respect, we commemorate His Excellency, the late General Khamtay Siphandone, one of the greatest leaders in the history of the Lao People’s Democratic Republic, who dedicated his life to serving the nation and the Party with utmost sincerity and devotion.”
One of the main pillars of the Lao liberation movement
The Laotian Ambassador continued, “His Excellency General Khamtay was born in 1924 into a modest rural family. He began his early career in the postal sector before transitioning to revolutionary, military, and political work, where he emerged as one of the main pillars of the Lao liberation movement. He rose through the ranks to become Supreme Commander of the Lao People’s Liberation Army, Minister of Defense, and then Prime Minister, culminating in his election as President of the Republic in 1998—a position he held until 2006, when he humbly retired out of respect for his age.”
He concluded, “His name is etched in the memory of the Laotian nation as a towering national figure. He received the highest national and international honors in recognition of his enduring contributions and remarkable influence on the modern history of Laos. We, at the Embassy of the Republic of Laos in Kuwait, take great pride in his lasting legacy and pledge to continue strengthening the fraternal relations between our two countries in loyalty to our great leaders.”
