Japan’s ‘Order of the Rising Sun’ conferred upon MUTOH Keiko for culinary diplomacy

Tokyo has conferred one of its highest honors on Ms. MUTOH Keiko, CEO of Food Supply Co. WLL and owner of Kei Japanese Restaurant, awarding her the Order of the Rising Sun, Gold and Silver Rays in recognition of her decades-long role in introducing and nurturing Japanese cuisine in Kuwait.
The prestigious decoration, bestowed by His Majesty the Emperor of Japan, was presented during an official ceremony held in Tokyo on May 19, underscoring Ms. MUTOH’s contribution to strengthening cultural and culinary ties between Japan and Kuwait through food.
Kei Japanese Restaurant, founded in 1980 by Ms. MUTOH’s father, holds the distinction of being Kuwait’s first Japanese restaurant. Since taking over the business in 2004, she has continued to build on his legacy with a clear mission: to preserve and promote authentic Japanese dining in the country.
Under her leadership, Kei has expanded its presence to Kuwait and Bahrain while maintaining its reputation as a pioneer of authentic Japanese cuisine in the Gulf.
Her sustained efforts have coincided with a remarkable transformation in Kuwait’s dining landscape, where Japanese restaurants have grown from a rarity to a thriving segment with more than a hundred establishments today.
Beyond her restaurant operations, Ms. MUTOH has played a broader cultural role in advancing Japanese food diplomacy.
She has participated in initiatives supporting Japanese food exports, including the introduction of a premium Japanese fruit kiosk, and has delivered educational lectures on Japanese cuisine in collaboration with the Embassy of Japan in Kuwait.
Her appointment as a Japanese Cuisine Goodwill Ambassador by Japan’s Ministry of Agriculture further reflects her standing as a key cultural bridge between the two nations.
Officials noted that her work has significantly deepened public appreciation of Japanese culinary traditions in Kuwait while strengthening bilateral friendship through soft cultural exchange.
The award recognizes not only her entrepreneurial success but also her enduring contribution to what can be described as “culinary diplomacy” — turning cuisine into a living language of cultural understanding between Japan and Kuwait.
