Civil Service Commission studies Nigeria’s offer to send skilled volunteers to Kuwait

Nigerian technicians volunteer to train Kuwaitis in education, health, engineering, and nursing for two years, without salaries or travel tickets.

The Civil Service Council (CSC) has circulated an official letter to several ministries regarding the approval of a cooperation proposal from the Embassy of the Federal Republic of Nigeria.

The proposal was endorsed by the Civil Service Council during its 14th meeting of 2025, held on July 17, sources in a government service ministry told Al-Anba daily.

According to the sources, the initiative falls under the Volunteer Technicians Program, which provides Nigerian specialists with practical experience to work in key sectors such as education, engineering, medical services, and nursing.

Importantly, the program involves no salary or annual financial burden on the government of Kuwait.

The CSC has requested ministries to indicate their readiness to participate in the program, specifying the type of technical specializations they require, the number of teams they can host, training priorities, and the expected duration of cooperation.

This, the sources noted, is in line with the Council’s directive to maximize benefits from the agreement.
Unlike traditional training schemes, the initiative is described as a technical cooperation program.

Nigerian technicians, selected by professional bodies in Nigeria, would serve for two years — renewable — under a bilateral agreement outlining the responsibilities of both countries.

The Nigerian government will cover all financial costs, including salaries and travel expenses, while the host country is expected to provide accommodation and local transportation.

Salaries will be disbursed directly by the Nigerian Embassy, which will also prepare monthly performance reports for its Ministry of Foreign Affairs.

Should any organizational or professional concerns arise, the Kuwaiti host entity will report to the Ministry of Foreign Affairs, which will coordinate with the Nigerian Embassy for corrective action.

The sources emphasized that the final decision rests with the Civil Service Bureau, which will align participation with the state’s needs and labor market priorities.
