Over 715,000 people covered by social insurance system in first quarter of 2025

The Public Institute for Social Security said as of the first quarter of 2025, a total of 715,282 civilian and military personnel were covered under Kuwait’s social insurance system. Of this total, 414,657 were civilians. The number of living retirees reached 160,657 among civilians and 39,587 among military personnel.

In the government sector, the number of insured male employees stood at 124,526, with an average salary of 733 dinars. Female employees outnumbered their male counterparts, totaling 201,237, though their average salary was lower at 570 dinars.

In the oil sector, 18,300 insured male workers had an average salary of 1,469 dinars. An additional 3,403 beneficiaries were also recorded, with an average salary of 1,490 dinars. The average salary for civilians insured under the oil sector’s fund was recorded at 729 dinars, according to Al-Rai daily.

As for self-employed civilians, the institution documented 18,696 individuals contributing to the system, with an average salary of 654 dinars. Among them, 8,511 were men earning an average of 704 dinars, while 10,185 were women, with an average salary of 613 dinars. The institution highlighted a notable development: 30 percent of self-employed women are now within the 500-dinar salary bracket.

This shift is attributed to Decision No. 1/2019, which adjusted the subscription brackets starting in June 2019. The change reflects a trend of upward movement in declared income levels among female contributors. Women now represent the highest proportion of insured individuals among the self-employed.

Regarding pensions, the report indicated that 200,244 retired civil and military personnel currently receive retirement benefits, with the average pension across this group reaching 1,359 dinars. Of this total, 154,658 are civilian retirees receiving an average pension of 1,295 dinars.

Among government sector retirees, 55,048 male citizens receive pensions with an average of 1,509 dinars. In comparison, 78,012 female retirees receive an average pension of 1,058 dinars. For this category overall, the average pension was calculated at 1,245 dinars.

These figures underscore ongoing trends in Kuwait’s labor market, particularly the growing participation of women in both the public and self-employed sectors, and offer a detailed snapshot of salary and pension distributions across sectors.
