PPP Authority opens prequalification for Dabdaba, Shagaya energy projects

The Public-Private Partnership Projects Authority, in coordination with the Ministry of Electricity, Water, and Renewable Energy, has officially invited companies and consortiums to submit prequalification applications for participation in the public tender to develop the Dabdaba Power Generation Project and the Shagaya Renewable Energy Project (Phase III – Project II), with a combined capacity of 500 megawatts.

The prequalification window will remain open until July 24. Interested parties can access the qualification documents through the Authority’s official website.

Sources informed Al-Rai that the Authority also intends to soon launch a separate tender for Project I of Shagaya Phase III, which will have a capacity of 1,100 megawatts. Both projects are part of the government’s broader strategy to implement Shagaya Phase III as an integrated initiative with a total output of 1,600 megawatts.

Meanwhile, MEW is waiting for the Kuwait Investment Authority to appoint a consultant for Phases III and IV of the Shagaya project, as well as the Abdaliyah Solar Power Plant, which will be implemented by a Chinese state-owned company and is expected to generate 3,500 megawatts.

The sources added that these developments align with Kuwait’s national strategy to expand public-private partnerships in the energy sector, in accordance with Law No. 39 of 2010 and its amendments, and Law No. 116 of 2014 regarding PPP frameworks. These laws permit the establishment of Kuwaiti joint-stock companies to implement power and water desalination projects, with private sector participation.

Notably, the project was initially proposed by the Kuwait Institute for Scientific Research as a comprehensive clean energy initiative utilizing both photovoltaic (PV) and concentrated solar power (CSP) technologies. The total installed capacity envisioned for this stage of the Shagaya initiative is no less than 4,800 megawatts.

These renewable energy projects are part of fulfilling the late Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah’s vision to generate 15% of Kuwait’s energy needs from clean sources by 2030.
