11 Beggars of Arab and Asian nationalities apprehended in Kuwait

The Ministry of Interior continues its crackdown on begging, deporting violators and preventing sponsors from issuing future visas or guarantees. The campaign targets both physical and electronic begging, with strict legal actions being taken against offenders.

As a response to the instructions of Acting Prime Minister and Minister of Interior, Sheikh Fahd Al-Yousef, to tackle negative phenomena, the Criminal Security Sector has intensified efforts to combat begging, which increases during Ramadan.

The General Directorate of Criminal Investigations, through the Department for the Protection of Public Morals and Combating Trafficking in Persons, successfully apprehended 11 beggars, including 8 women and 3 men, of Arab and Asian nationalities, who were found begging in front of mosques and markets.

It was revealed that some of those arrested had entered the country on visit or residence visas to join a breadwinner, while others came under “bulk labor” schemes without fixed jobs. Legal actions are being taken against the companies that facilitated their illegal recruitment.

The General Directorate of Investigations of Residence Affairs has confirmed its firm stance on addressing this phenomenon, stating that all violators will be removed based on the type of residence they hold, as follows:

  • Residency Article (22) – Joining a breadwinner: The violator and the sponsor will both be deported.
  • Residency Article (18) – Work in the private sector: The violator will be deported, and the company’s file will be closed.
  • Residency Article (20) – Domestic Workers: The violator will be expelled, and the sponsor will be prevented from issuing future guarantees or visas.
  • Those who exploit children to beg and evoke people’s emotions will face charges of “exploiting a minor,” with strict legal procedures taken against them.

Importantly, any cases of electronic begging will be closely monitored through social media networks, in coordination with the Department of Combating Electronic Crimes, to take legal action against those involved.
