New resolution aims to cut costs, boost oversight for SMEs

The Ministry of Commerce and Industry reaffirmed its commitment to empowering investors and creating a more flexible, competitive, and sustainable business environment through Ministerial Resolution No. 74 of 2025.

The resolution, which replaces Resolution No. 146 of 2023, allows for the unification of commercial activity headquarters to reduce operational costs — particularly for SMEs — and eliminate the burden of renting unnecessary physical locations solely for licensing, reports Al-Jarida daily.

The move also enhances government oversight by centralizing inspection efforts, especially by the Ministry and the Public Authority for Manpower.

The regulation permits up to five licenses to share a unified address if the activities are administrative or office-based and stakeholders have significant ownership.

The ministry may expand the benefits further, pending the resolution’s success and impact assessment.
