National Guard inaugurates high-tech crisis center to enhance emergency preparedness
. . . to unify Kuwait’s emergency response efforts; says crisis management system is key pillar of security integration
The Director of Moral Guidance and Public Relations at the National Guard, Brigadier General Dr. Jad’an Fadel, has stressed that crises highlight the critical need for unified efforts between military and security agencies, alongside the integration of expertise and capabilities to ensure the highest levels of readiness and rapid response.
This strategic approach, he said, is fully supported by the National Guard leadership, which places strong emphasis on reinforcing national security and consolidating stability as a core priority.
Brigadier General-Fadel explained that the National Guard has repeatedly dealt with major emergencies, including the COVID-19 pandemic, severe weather conditions and flooding, as well as large-scale fire incidents, reports Al-Rai daily.
These experiences, he said, underscored the need for an advanced coordination platform linking the National Guard with relevant ministries and state institutions during crises.

He revealed that this necessity led to the establishment of the National Guard Operations, Security System and Crisis Management Center, describing it as a modern model of integrated security work built on coordination, automation, and advanced technological systems. The center, he added, enhances national preparedness and strengthens the country’s ability to respond effectively to diverse threats.
Strengthening Coordination and Response
Brigadier General Fadel outlined that one of the key objectives of the center is to enhance the protection of National Guard sites and sensitive infrastructure, while also supporting state agencies through automated coordination systems connected with ministries and institutions that have signed cooperation agreements with the National Guard.
He added that the center plays a vital role in managing joint operations, coordinating crisis response efforts, and strengthening monitoring systems to ensure discipline across camps and operational sites. It also enables faster execution of security, military, and support tasks through a unified central control system.

Enhancing Efficiency and Decision-Making
According to Fadel, the center significantly improves inter-agency coordination by unifying field operations, eliminating duplication, and facilitating the exchange of expertise and information. This integration, he said, enhances operational efficiency and ensures a more coordinated national response during emergencies.
He further explained that the system strengthens decision-making by integrating real-time data and crisis management tools, while also supporting rapid response mechanisms and structured emergency planning.
The center, he added, relies on continuous training exercises and preparedness drills to maintain high readiness levels and improve response capabilities across all sectors.
Continuous National Readiness
Brigadier-General Fadel concluded by affirming that the Operations and Crisis Management Center represents a strategic security asset that strengthens cooperation among relevant authorities. It ensures swift response to incidents and enhances coordination between military, security, and government bodies around the clock to address any emergency situation effectively.
