Municipality flags 8 repeated violations in massage parlors amid tightened oversight

The issue of massage parlors continues to draw close attention from Kuwait Municipality and relevant government bodies, as authorities intensify efforts to curb violations, abuse of regulations, and practices that may conflict with public health standards and societal norms.
In this context, Muhammad Marzouq Al-Mutairi, Director of the Capital Governorate Municipality branch, confirmed that inspection teams have identified eight recurring violations during ongoing field campaigns.

These include operating without valid health certificates, non-compliance with approved working hours set by Kuwait Municipality, poor hygiene standards in premises and among workers, failure to adhere to official uniform requirements, and illegal use of premises for accommodation or sleeping purposes, reports Al-Rai daily.
Other violations include misuse of establishments for activities contrary to public order and morals, employing workers suffering from contagious diseases, and assigning workers to institutes designated for the opposite gender.
Al-Mutairi explained that the municipality works in close coordination with relevant authorities through a joint committee comprising the Ministry of Health, Ministry of Commerce and Industry, Ministry of Interior, and Kuwait Municipality. This cooperation aims to unify regulatory efforts and enhance inspection efficiency.
Meanwhile, Hamad Al-Nimran, Supervisor of Shops and Advertisements at the Audit and Follow-up Department in the Capital Governorate Municipality, stated that new regulatory decisions have set official working hours for massage parlors and related facilities from 6:00 a.m. to 12:00 midnight.
The committee’s ongoing regulatory framework includes periodic inspections across all health institutes and beauty parlors in residential and commercial areas, reinforcing Kuwait’s broader efforts to maintain public health standards and regulatory discipline.
