Ministry of Social Affairs sets 50% attendance rate for employees
Directive issued in line with Civil Service Bureau circulars amid regional developments

The Ministry of Social Affairs has issued a directive setting employee attendance at 50 percent during official working hours, in light of the current regional circumstances.
The decision was outlined in Administrative Circular No. (10) of 2026, issued by Undersecretary Dr. Khaled Al-Ajmi, which amends Clause No. (2) of Administrative Circular No. (5) of 2026 dated March 2.
According to the amendment, only 50 percent of the total workforce will be required to be physically present at workplaces, while employees operating under shift systems are exempt from this decision.
The directive is based on Civil Service Bureau Circular No. (4) of 2026 issued on March 1, as well as a subsequent communication dated April 16.
The ministry confirmed that all other provisions of the previous administrative circular will remain in effect without any changes, stressing that officials across organizational units must comply with the directive to avoid legal accountability for violations.
