Kuwait moves to recalibrate public contracts amid operational slowdown
Finance Ministry enforces contract cuts to rein in spending without sacrificing services; up to 25% contract reductions approved as government tightens expenditure controls

In a decisive step to control public spending and align government expenditures with current operational realities, the Ministry of Finance has directed all ministries and government entities to activate mechanisms for reducing the value of existing contracts.
The move aims to ensure fiscal discipline while maintaining the quality and standards of public services.
According to informed sources, the ministry emphasized the need for each government entity to act based on the nature of its operations.
Central to these measures is the activation of the “change orders” clause within contracts, allowing adjustments to reflect the actual level of activity and operational demand across facilities.
The ministry also called for a reassessment of financial obligations with contractors, ensuring that payments correspond strictly to the real scope of work performed.
Officials stressed that all modifications must adhere to contractual terms and should not compromise service delivery or violate established regulations.
The directive is grounded in provisions that permit amendments, either increases or reductions, of up to 25 percent of a contract’s total value.
This framework provides government entities with the legal flexibility needed to recalibrate expenditures in response to shifting operational conditions.
The initiative considers recent administrative measures that have significantly reduced workforce presence across government institutions, which in turn has impacted operational capacity in many facilities.
