Article 8 Affairs Office teams up with Ministry of Health for birth and death certificates

Under Law No. 36 of 1969 and its amendments, the certificates will be processed through the Births and Deaths Department at Hawalli Square during official working hours, effective immediately.

The Article 8 Affairs Office confirmed with the General Organization for Social Insurance that retirement pensions for affected female retirees will continue, with monthly deposits made after auditing and review.

The Ministry of Interior affirmed its ongoing coordination with state agencies to ensure continued services and facilities for individuals whose nationality was withdrawn under Article 8 of the Kuwaiti Nationality Law No. 15 of 1959, as amended by Decree Law No. 158 of 2024. According to Al Rai newspaper, the Article 8 Affairs Office remains the key liaison between these individuals and relevant government entities.

The office announced that it had reviewed the forms submitted by concerned individuals and responded to their inquiries. To date, a total of 3,702 forms have been processed and directed accordingly. It also handled numerous phone calls, addressing all related inquiries and clarifying relevant matters.

In this context, and as part of efforts to follow up on the affairs of those whose nationalities were withdrawn, the Civil Service Council held its meeting No. (2025/1) on January 19, 2025. During the meeting, the mechanism for regulating contracts for the employment of female staff covered under Article 8 was approved.

The Civil Service Bureau was assigned to issue a special contract form and circulate it to all state ministries for implementation. Some government agencies have already begun listing the names of affected female employees and contacting them to finalize contracting procedures in accordance with the approved framework.

As part of coordination with relevant authorities, the Article 8 Affairs Office announced that it has worked with the Ministry of Health to facilitate the issuance of birth and death certificates under Law No. 36 of 1969 and its amendments. These certificates will be processed through the Births and Deaths Department at Hawalli Square during official working hours, effective immediately.

Additionally, the office coordinated with the General Organization for Social Insurance regarding retirement pensions. The organization confirmed that retirement pensions and entitled shares for female retirees whose nationalities were withdrawn under Article 8 will continue to be disbursed. These payments will be deposited directly into bank accounts on a monthly basis following auditing and review.

The Article 8 Affairs Office reaffirms its commitment to monitoring developments related to those affected under Article 8 and will continue to announce all relevant facilities granted to them in coordination with the appropriate state authorities.
