
The Capital Markets Authority (CMA) has granted the first institutional marketing license for a collective investment scheme established outside Kuwait to Goldman Sachs International, which is licensed by the Kuwait Direct Investment Promotion Authority (KDIPA).
In a statement, the CMA said the move supports its strategic objective of developing Kuwait’s capital market and creating a regulatory environment that encourages the development of investment instruments for both local and foreign investors.
The authority said the decision also reflects its commitment to enhancing Kuwait’s attractiveness as a destination for international financial institutions.
The CMA noted that granting institutional marketing licenses to global firms such as Goldman Sachs International is expected to support foreign investment, strengthen the business environment, and provide greater opportunities for local and international investors.
The license allows the institutional marketing of collective investment schemes established outside Kuwait to inherently professional clients, including government entities, licensed firms, investment funds, regulated financial institutions, and companies with paid-up capital of at least 1 million dinars.
According to the CMA, these professional investors possess the expertise and financial capacity to understand and manage investment risks, allowing for a more flexible regulatory framework that supports foreign investment and market development.
The authority added that the decision was the result of cooperation between the CMA and KDIPA to facilitate foreign investment and improve Kuwait’s investment environment in line with Kuwait Vision 2035, which aims to build a diversified, innovation-driven economy and enhance the country’s regional and international competitiveness.
