PAM so far approves 11,654 worker transfers requests under new labor rules

According to official data the Public Authority for Manpower (PAM), up to May 23, has approved 11,654 requests from workers to move to other sectors under Ministerial Resolution No. 2 of 2026, the workers who earlier were not eligible for a transfer
The move reflects ongoing efforts to reorganize the labor market and ensure the optimal use of available manpower to meet the needs of various economic sectors in the country.
Data showed that the small projects sector accounted for the largest share of approvals, exceeding 60 percent of the total, with 7,016 workers transferred.
The agricultural sector recorded 2,160 approved transfers, followed by industrial establishments with 1,293 workers, and the grazing sector with 1,057 approvals. The fishing sector registered the lowest number, with 128 approved transfers.
Sources at PAM told Al-Rai that these approvals are part of broader efforts to correct structural imbalances in the labor market and utilize legally resident workers more efficiently.
The initiative aims to support the continuity of economic activities and private projects while maintaining a balanced relationship between employers’ needs and regulatory labor market controls.
Officials emphasized that the transfer mechanism is being implemented under strict conditions and regulations set by the authority, ensuring compliance while enabling flexibility for sectors that require labor support to sustain operations and growth.
