“Al-Rubaian” highlights Civil Service Bureau’s focus on modern technology in recruitment processes

The Chairman of the Civil Service Bureau, Dr. Issam Al-Rubaian, stated on Wednesday that the Bureau places special emphasis on leveraging modern technology in recruitment processes and streamlining an employee’s career path from appointment to retirement. He noted that these efforts contribute to enhancing efficiency and improving the quality of services provided.

Al-Rubaian told the Kuwait News Agency (KUNA) during his participation in the 12th World Government Summit in Dubai that the Bureau uses automated registration technology at all stages of nomination, employment, and appointment. He added that artificial intelligence is applied to process transactions such as various types of leave, permissions, and certificate requests.

Moreover, Al-Rubaian emphasized the Civil Service Bureau’s commitment to learning from other countries’ experiences in utilizing artificial intelligence to process employee transactions and enhance inquiry services more efficiently.

Al-Rubaian explained that the Court has made significant progress in this field, noting that the past period has seen remarkable advancements, most notably the launch of the Court’s mobile application. This initiative aims to streamline transaction processes and improve the quality of services provided to beneficiaries.

Furthermore, Al-Rubaian emphasized the importance of the Civil Service Bureau’s participation in such events, highlighting the exchange of expertise in corporate governance as a fundamental pillar for improving government operations and strengthening integrity and transparency.

Al-Rubaian stated that, based on the mandate of the Council of Ministers, the Civil Service Bureau has made significant progress in this field by issuing a governance framework guide and circulating it to all government agencies to ensure its effective implementation.

In the context of enhancing institutional governance, Al-Rubaian noted that the Bureau trained 100 individuals, carefully selected in coordination with the General Authority for Combating Corruption (Nazaha) and the Government Performance Follow-up Agency. He explained that these trainees underwent a specialized program on governance requirements, enabling them to disseminate governance concepts and verify their implementation across various government agencies.

Al-Rubaian expressed the Court’s aspiration in the next phase to strengthen the application of governance by establishing clear criteria for selecting leaders in leadership and supervisory positions. He emphasized that ensuring appointments align with governance and transparency principles will contribute to achieving job justice and enhancing the efficiency of government performance.

Al-Rubaian stated that the world is experiencing rapid changes in technology, economy, and other transformations that impact the work environment. He emphasized that this requires the Civil Service Bureau to keep pace with these changes and adapt with flexibility and efficiency.

Additionally, Al-Rubaian explained that the Civil Service Bureau is continuously developing its policies and procedures to ensure the necessary support for employees, contributing to an improved work environment and enhanced productivity in line with modern developments and requirements.

Regarding participation in the World Government Summit in Dubai, Al-Rubaian emphasized the Civil Service Bureau’s commitment to attending the event since its inaugural session in 2013. He highlighted its significance as a global platform for meaningful dialogue and the exchange of ideas and visions.

Al-Rubaian stated that this commitment reflects Kuwait’s strong interest in the event, as demonstrated by the participation of the Prime Minister, His Highness Sheikh Ahmed Abdullah Al-Ahmed Al-Sabah, who led Kuwait’s delegation to the summit. In his speech, the Prime Minister emphasized Kuwait’s pivotal role in unifying international efforts and fostering joint cooperation for a better future.
