Kuwait sets pricing strategy for public facilities and services
The Ministry of Finance has instructed ministries and government agencies to price the goods and services they provide to the public based on service costs and corresponding benefits.
• Government agencies will submit proposals after cost studies for review by the Council of Ministers, as the decree mandates each entity to set fees for public services through its competent authority.
In line with government efforts to reform public finances and boost revenue, authorities have begun implementing pricing measures for goods and services following the issuance of Decree No. 1 of 2025 in January on fees and financial costs for public facilities and services, according to Al Rai newspaper.
The Ministry of Finance has instructed ministries and government agencies to price the goods and services they provide to the public based on service costs and corresponding benefits. This measure is expected to enhance government spending efficiency, improve financial resource management, and ensure sustainable service provision.
Government agencies are expected to submit their proposals after conducting necessary cost studies, preparing them for review and approval or amendment by the Council of Ministers.
Notably, the decree states that each entity shall determine fees and costs for public facilities and services by a decision of the competent authority, in accordance with the law governing each entity, and subject to the Council of Ministers’ approval.
