Kuwait non-cash transactions jump from 34 percent to 84 percent

  • The CBK says its digital strategy goes beyond technology adoption, focusing on innovation, adaptability, consumer protection, financial inclusion and resilience while maintaining the stability of Kuwait’s financial system.

Kuwait’s banking digital transformation dates back to 1979, when the country introduced its first ATM and plastic cards under the leadership of the Central Bank of Kuwait (CBK). Since then, the CBK has pursued a regulatory approach focused on financial innovation, modern technology, cybersecurity, data protection and financial stability.

The transformation supports Kuwait Vision 2035’s goal of developing the country into a financial and commercial hub and shifting toward a knowledge-based economy. The CBK has played a central role through regulatory reforms and the modernization of national payment infrastructure.

Since 2004, the bank has expanded and upgraded systems including the Kuwait Automated Settlement System for Participants (KASSIP) and Kuwait Electronic Cheque Clearing Company (KECC). The second phase of the National Payment System project, launched in January 2024, brought further developments, including the Kuwait Automated Clearing System in January 2026 and the Kuwait Dispute Management System in February, the Kuwait News Agency reports.

The Electronic Banking Services System (EBSS) now serves 46 government entities, enabling automated transfers, immediate responses and direct monitoring of transfers and account balances. The second group of local banks has also joined the AFAQ Gulf payment system, supporting faster and lower-cost cross-border payments.

Digital payments have expanded rapidly. The CBK approved Wamd instant payments in 2024, while Apple Pay entered Kuwait in 2022 and other services, including Samsung Pay, were approved. As a result, non-cash transactions rose from about 34 percent in 2010 to 84 percent in the first quarter of 2026.

The CBK has also established a Regulatory Sandbox to allow fintech companies and individuals to test innovative financial products and services under supervision. It has approved nine companies to provide electronic payment services and seven electronic money service providers.

Digital banking received a formal framework in 2022, allowing three models: digital units operated by existing banks, banking-as-a-service partnerships, and fully independent digital banks. Kuwait’s market includes Weyay by National Bank of Kuwait, Tam by Kuwait Finance House and SiDi by Warba Bank.

To further support fintech and innovation, the CBK launched the Wolooj Innovation Hub in 2023, focusing on artificial intelligence, digital transformation, information security, fintech and regulatory technology. It has also urged banks to develop strategies for delivering higher-quality and more cost-effective digital services.

Financial inclusion remains another priority. Banking accounts for low-income groups and domestic workers exceeded 1.46 million as of April 14, 2026. The CBK is also developing national expertise through programs for Kuwaiti professionals, including a scholarship programme for master’s studies in financial technology and specialist initiatives in risk management and cybersecurity.

Cybersecurity and operational resilience have become central to the digital strategy. The CBK issued an updated Cyber and Operational Resilience Framework for local banks and financial institutions in December, replacing its 2020 cybersecurity framework. In April, it also launched the Fraud Shield Initiatives Accelerator Program to strengthen electronic fraud detection and prevention and raise public awareness.

The CBK says its digital strategy goes beyond technology adoption, focusing on innovation, adaptability, consumer protection, financial inclusion and resilience while maintaining the stability of Kuwait’s financial system.
