Ambassador of Armenia H.E. Sarmen Baghdasarian recently accorded an exclusive interview to The Times Kuwait, ahead of the end of his tenure in the country. The ambassador spoke at length about the cordial ties between Armenia and Kuwait and how bilateral relations in various spheres have grown over the three decades since the two countries established diplomatic relations.
Ambassador Baghdasarian began by expressing his gratitude to friends and partners in Kuwait for the congratulatory messages they have conveyed on the National Day of Armenia, which is celebrated each year on 21 September. He added, “At the same time, I convey my heartfelt congratulations to the Armenian people, both in Kuwait and across the globe, on the 33rd anniversary of the Republic of Armenia’s Independence Day. This is a significant occasion — a time to reflect on the strength, resilience, and unwavering spirit of the Armenian nation, while looking ahead to a future of continued growth, unity, and prosperity.”
Expanding on his experience in Kuwait, which he described as enriching both professionally and personally, Ambassador Baghdasarian stated:, “I’ve had the opportunity to oversee the growth in relationship between Armenia and Kuwait by focusing on several key areas. My main objective has been to strengthen our diplomatic ties by facilitating high-level exchanges, collaborating on mutual interests, and making our bilateral relations as robust and productive as possible.
“Since my arrival in Kuwait, I have enjoyed the support and encouragement of the Kuwaiti leadership, including both the esteemed Bayan Palace and the Foreign Ministry to elevate our bilateral relations, to strengthen ties based on shared values and mutual interests for the benefit of both nations.
“Given the complex global and regional geopolitical landscape, we have actively engaged with Kuwaiti counterparts to address these critical issues. We have made efforts to contribute to regional stability and security while tackling our shared concerns. We’ve also worked hard to promote trade and investment opportunities, creating business partnerships and exploring new avenues for economic cooperation that benefit both Armenian and Kuwaiti businesses.
“Another significant aspect of my role has been enhancing cultural and educational exchanges. We’ve organized numerous events to celebrate our shared heritage and encourage educational collaborations, which help build meaningful people-to-people connections.
“We have also actively engaged with other diplomatic missions to foster multilateral dialogue particularly to strengthen the organization of La Francophonie as a platform for global cooperation. This engagement has involved organizing joint events, participating in strategic meetings, and supporting projects that address common challenges and opportunities within the Francophone community.
“Ensuring the welfare of our citizens in Kuwait has also been a top priority. We’ve provided comprehensive consular services and addressed the needs of our 5,000 Armenian community, focusing on their well-being and safety. Overall, my experience in Kuwait has been both enriching and dynamic, allowing me to build strong partnerships and work on initiatives that serve the interests of both our nations.”
Elaborating on bilateral relations with Kuwait, the Armenian envoy said, “This year is particularly significant as we celebrate the 30th anniversary of the establishment of diplomatic relations between Armenia and Kuwait. I’d like to extend my heartfelt congratulations to our Kuwaiti friends and partners on this important milestone. Over the past three decades, our relationship has steadily grown and evolved across several key areas.
“Our political dialogue has remained friendly and constructive․ While economic ties have developed gradually with a relatively modest volume of trade. We’ve recently seen a noticeable increase in interest in trade and investment activities. This expansion spans various sectors, including ICT, tourism, agriculture, real estate, renewable energy, and other areas.
Armenia’s IT sector is thriving, with growing interest in partnerships, particularly in software development, semiconductors, virtual and augmented reality, AI, and startups. To explore these opportunities, we have recently facilitated exchanges of specialized delegations between our countries, including representatives from the Union of Advanced Technology Enterprises of Armenia and various startups and entrepreneurs.
“Moreover, Armenia’s rich cultural heritage and stunning landscapes offer great potential for expanding tourism. Initiatives such as encouraging direct flights between our capital Yerevan and Kuwait City and increasing business-to-business exchanges could further strengthen our trade and economic ties. Renewable energy presents another promising area for collaboration. As Armenia seeks to diversify its energy mix, and Kuwait explores sustainable investment opportunities, there are numerous possibilities for joint projects.
“Cultural diplomacy has been a cornerstone of our relationship. We’ve organized numerous cultural and educational exchange programs to foster mutual appreciation of our heritage. Here I want to underline the collaboration between Yerevan State University and Kuwait University. Additionally, we have actively engaged with the National Council for Culture, Arts, and Letters (NCCAL) to host fine art exhibitions and musical performances, often involving local Armenian cultural associations.
“We recognize that there is still significant potential to deepen these partnerships. Over the years, we’ve been committed to exploring and expanding these opportunities with our Kuwaiti partners. The strong foundation built over the past thirty years sets the stage for continued growth and collaboration in the years ahead.”
Highlighting his country as a fascinating tourism destination, the ambassador explained, “Kuwaitis are just beginning to discover Armenia as a new tourism destination, and there’s so much to explore. Armenia boasts a rich blend of history, culture, and stunning natural landscapes, as well as a vibrant food scene.
“In 2024, Armenia was ranked 7th among the 146 safest countries in the world. This makes it a welcoming and affordable option for Kuwaiti tourists seeking both relaxation and adventure. Activities range from hiking and trekking to skiing, kayaking, paragliding, ziplining and other activities. With all four seasons being enjoyable, Armenia offers diverse experiences year-round — from winter sports in the mountains to spring festivals and summer retreats in lush, green countryside.
“One of the main reasons Kuwaitis are increasingly choosing Armenia is the ease of travel. Kuwaiti citizens enjoy visa-free entry, making planning a trip straightforward and hassle-free. Additionally, the short flight — about an hour and a half — makes Armenia an ideal choice for both weekend getaways and longer vacations. We’re working to further facilitate travel by promoting tourism and improving flight connections to make it even easier for Kuwaitis to explore our country. Moreover, Armenian hospitality is renowned. Visitors can savor our local cuisine, celebrated for its organic ingredients and traditional flavors.”
Turning to the Armenian community in Kuwait and their contributions to strengthening people-to-people relations between the two countries, Ambassador Baghdasarian commented, “The Armenian community in Kuwait, while relatively small, has made substantial contributions to Kuwaiti society over the decades. Many Armenians have lived in Kuwait for generations, making their mark in various fields such as trade, education, healthcare, and craftsmanship. Their dedication to hard work, professionalism, and strong ethical values has earned them considerable respect and recognition.
“Beyond their professional achievements, the Armenian community plays a crucial role in fostering cultural exchange and strengthening the bonds between our two nations. Through community events, cultural programs, and outreach initiatives, they enhance mutual understanding and celebrate the rich heritage of both Armenia and Kuwait. For instance, the Armenian Church and school in Kuwait serve not only as spiritual centers but also as cultural hubs where Armenians and Kuwaitis connect, engage in dialogue, and share traditions.
“Additionally, many Armenians in Kuwait act as unofficial ambassadors, introducing their culture, traditions, and values to their Kuwaiti friends and colleagues. Their presence helps build bridges between our nations, fostering goodwill and deepening the connection between Armenia and Kuwait.”
Asked which sectors he would like to see further progress happening, the envoy remarked, “There is significant potential for deepening the relationship between Armenia and Kuwait across several key areas. One of our immediate priorities is establishing direct flights between Yerevan and Kuwait City. This connectivity would greatly enhance tourism, business travel, and cultural exchange, making it easier for people from both nations to explore opportunities and experiences in each other’s countries. It would also strengthen trade ties and open up new avenues for economic cooperation.
“Beyond improved connectivity, we see great promise in expanding collaboration in sectors such as renewable energy, information technology, and agriculture. Kuwaiti investments in these sectors could be mutually beneficial as both countries pursue sustainability goals. Similarly, Armenia’s rapidly growing IT sector presents opportunities for partnerships with Kuwaiti companies, fostering innovation and knowledge sharing.
“Education and cultural exchange are also vital areas for growth. We would like to see increased collaboration between universities, educational and scientific institutions, which could facilitate student exchanges and joint research projects. This would deepen mutual understanding and create new opportunities in science, technology, and the arts.
“Finally, we aim to strengthen our political and business relations through more high-level visits and dialogue between our governments and private sectors. This would help us explore new collaboration opportunities and further enhance the friendship between our nations.”
Rounding-off his interview, Ambassador Baghdasarian observed, “I would describe Kuwait as embodying ‘generosity’ in its humanitarian efforts. The country has long been recognized for its significant role in global humanitarian aid, with the Kuwaiti Red Crescent Society (KRCS) leading many of these efforts. The KRCS actively distributes aid worldwide, providing essential support to communities in need. Among its notable initiatives was the assistance provided twice to Syrian refugees who settled in Armenia.
“Additionally, in 2024, the KRCS extended its support to those forcibly displaced from Nagorno-Karabakh, delivering crucial aid and relief to those affected by the conflict. These efforts highlight Kuwait’s unwavering commitment to global humanitarian causes, standing in solidarity with vulnerable and displaced populations across the globe.”
He concluded by adding, “My experience in Kuwait has been truly enriching, both professionally and personally. From the moment I arrived, my family and I have been deeply touched by the warmth and hospitality of the Kuwaiti people. The generosity, kindness, and openness we’ve encountered here have made us feel incredibly at home.
“Kuwait is a unique blend of cultural heritage and modernity. We’ve enjoyed participating in national celebrations, savoring Kuwaiti cuisine, and immersing ourselves in the local arts and culture scene. The casual gatherings and discussions in Kuwaiti diwaniyas have also been memorable. Additionally, we’ve forged meaningful friendships that we will treasure long after our time here.
“Kuwait will always hold a special place. What I will miss most are the cherished memories and lasting friendships we’ve made. These connections and experiences will stay with me, and I will carry them back to Armenia, always remembering the warmth and kindness of the Kuwaiti people.”
