Social Affairs Ministry targets revenue growth through building contract reform

The goal is to support the state’s fiscal sustainability by cutting costs and increasing income

The Ministry of Social Affairs is taking a strategic step to boost its financial resources by hundreds of thousands of dinars. The move involves forming a dedicated team that includes representatives from the planning, financial, and legal departments to address the legal and financial status of ministry-owned buildings currently used by various government agencies.

The Al-Jarida daily has learned from ministry sources, that this initiative aims to resolve the long-standing issues regarding the use of 38 ministry-owned buildings across the country.

These buildings in question are the following:

  • 16 buildings used by the Public Authority for Manpower
  • Seven by the Public Authority for the Affairs of Persons with Disabilities
  • Six by the Supreme Council for Family Affairs
  • Three by the National Fund for Small and Medium Enterprises Development
  • And others used by various agencies

The team will draft a new contractual framework that reflects current rental values, factoring in each building’s size, location, and usage. This is expected to generate significant revenue for the ministry and ensure legal clarity on how its properties are utilized.

Sources emphasized that this step aligns with the ministry’s broader transformation strategy — shifting from a purely aid-disbursing body to a revenue-generating institution — under the directives of the political leadership, the Council of Ministers, and the Minister of Social Affairs, Dr. Amthal Al-Huwailah. The goal is to support the state’s fiscal sustainability by cutting costs and increasing income.

Additionally, the ministry is actively exploring public-private partnerships for a range of investment projects.

These include the development and operation of parks, children’s clubs, wedding halls, shelter facilities, and developmental centers. These projects may be offered through full implementation and management contracts, or operation and management-only models, opening new avenues for third-party investment.
