Social Affairs Ministry sets dress code for employees, warns of legal consequences

  • New circular requires workplace attire to reflect national identity and public-sector standards, while prohibiting inappropriate clothing and visible tattoos

The Ministry of Social Affairs has introduced stricter dress code requirements for its employees, directing staff to wear attire that reflects the dignity of public service, respects national customs and traditions, and meets workplace safety requirements.

Acting Undersecretary of the Ministry of Social Affairs Faisal Al-Kandari has issued an administrative circular requiring employees to dress appropriately while on duty, maintain a neat and professional appearance, and observe standards of modesty and decorum consistent with Kuwait’s national identity and social values.

The circular prohibits sportswear, except for technical personnel working at outdoor sites, as well as short, transparent or otherwise inappropriate clothing. Torn garments and clothing featuring inappropriate images or phrases are also prohibited.

Employees are also required to use cosmetics and accessories in moderation and in a manner suitable for the workplace and prohibits displaying tattoos. Violations of the dress code could result in legal accountability, said the circular.

The requirements also emphasize occupational health and safety for employees working at technical sites, where clothing must be appropriate to the nature of the duties performed.

According to the circular, the rules are based on the Civil Service Law and its regulations, as well as the Civil Service Bureau’s circular on the Code of Conduct for Government Entities. The ministry said the requirements reflect public employees’ obligation to uphold the dignity of their positions and conduct themselves in a manner consistent with the respect their official roles demand.
