Social Affairs Ministry launches ‘3rd National Debt Relief Campaign’ starting Friday

The third national campaign will be launched on March 14, 2025, to help struggling Kuwaiti citizens pay off debts, which will be conducted with charitable societies under strict supervision.

To strengthen social solidarity and ease financial hardships for citizens with directives from political leadership, the Ministry of Social Affairs is launching the third national campaign to settle the debts of those in need.

Moreover, kicking off on Friday, March 14, 2025, and running for a month, the initiative is a collaborative effort with charitable organizations, ensuring that support reaches those who need it most. With direct oversight from the Ministry, the campaign is committed to maintaining the highest standards of integrity, transparency, and fairness in distributing aid.

In a press statement, the Ministry emphasized that this campaign aligns with the directives of the wise political leadership and reinforces Kuwait’s commitment in supporting struggling citizens.

The Ministry has implemented a structured mechanism to ensure aid reaches those who need it most, adhering to clear guidelines and standards in coordination with accredited charitable societies and foundations.

Furthermore, the Ministry will oversee the campaign’s implementation, utilizing an electronic monitoring system to track the collection and distribution of donations, ensuring strict adherence to the established guidelines.

The charitable societies will collect donations through their designated platforms while adhering to strict criteria for selecting beneficiaries to ensure fair distribution. To qualify, beneficiaries must be Kuwaiti citizens facing financial difficulties due to non-criminal debts and must provide official documentation proving their inability to pay.

The Ministry further stated that all contributions will be directly allocated to the relevant authorities to settle debts. Payments will be processed either through the Civil Enforcement Department at the Ministry of Justice for individuals facing enforcement measures such as travel bans, vehicle seizures, or salary deductions, or through the General Department for the Enforcement of Criminal Judgments at the Ministry of Interior for imprisoned citizens in correctional facilities. This ensures that legal procedures are carried out with the highest levels of transparency.

The registration for the campaign will be exclusively electronic through the “Central Aid Platform,” and neither the Ministry nor charitable organizations will accept in-person visits. This approach ensures compliance with the unified automated system, promoting fairness and preventing any violations or undeserved exceptions.

The Ministry clarified that strict criteria have been established for settling debtors’ obligations, ensuring adherence to the Sharia provisions in payment procedures. Each beneficiary’s financial situation will be thoroughly assessed to confirm their eligibility for assistance. Additionally, a payment cap of 20,000 dinars has been set to maximize the number of beneficiaries who can receive support.

The campaign will strictly exclude debts resulting from illegal or prohibited transactions, as well as those related to telecommunications companies or informal financing entities (“under-financing”), as they do not align with humanitarian priorities.

Additionally, citizens who have previously benefited from past debt relief campaigns will be excluded, with coordination between the Ministry of Justice and participating associations to ensure fair and equitable distribution of aid.
