Scholarships for students with disabilities open June 29: 50 international seats allocated

Initiative reflects Kuwait’s continued commitment to educational inclusion and support for students with disabilities, in line with national development goals and the right to equitable access to higher education.

KUWAIT CITY, June 22 – The Public Authority for the Disabilities Affairs is preparing to launch its annual scholarship program for students with disabilities for the 2025/2026 academic year, with applications open from Sunday, June 29 to July 10.

In coordination with the Ministry of Higher Education, the Authority has allocated 50 seats for international scholarships under clearly defined regulations and eligibility criteria, reports Al-Jarida daily quoting informed sources.

Applicants must apply in person with their guardian at the Study Missions Department within the Educational and Rehabilitation Services Sector at the Authority’s headquarters in Hawalli, during official working hours. No applications will be accepted after the July 10 deadline.

Key Eligibility Requirements — must be Kuwaiti, possess a recent disability certificate issued by the Authority, hold a high school completion certificate (scientific or literary track) that is no more than 3 academic years old; not currently enrolled in any educational institution or previously granted a scholarship unless expenses were refunded; must not be employed or on study leave sponsored by another institution; age between 17 and 25 years at the time of application.

For those with a foreign high school diploma (from Kuwait or abroad), applicants must submit a certificate of equivalency from the Private Education Department of the Ministry of Education.
Academic Performance Thresholds — Minimum GPA: 75% for all disabilities in both scientific and literary tracks; for students with learning difficulties, the minimum GPA is 80%.

Accepted Graduating Years — Certificates from academic years 2022/2023, 2023/2024, and 2024/2025 will be accepted.

Required Documents — copy of the disability certificate, high school transcript (with academic history), recent medical report or intelligence test, copy of IELTS or TOEFL scores, if available; additional documents may be requested based on the applicant’s case.

The Authority also revealed that 13,805 students with disabilities are currently enrolled across 92 educational institutions in Kuwait. These include Arab and foreign schools, nurseries, rehabilitation centers, and other specialized institutions, including some that operate outside the Authority’s direct supervision.

Educational Institution Breakdown – 17 Arab schools, 21 foreign schools, 32 nurseries. 11 rehabilitation centers. 2 evening institutions (including the Child Evaluation and Dyslexia Center), 9 additional schools receiving students with disabilities

Governorate Rankings by Disability Rates — Hawalli – 16.04% (highest rate of learning disabilities), Farwaniya – 15.75%, Capital (Al-Asimah) – 15.59%, Ahmadi – 15.14%, Mubarak Al-Kabeer – 14.95% and Jahra – 14.93%
