Property owners’ approval must to erase ‘fictitious addresses’

The Public Authority for Civil Information instructed property owners and homeowners to verify that fictitious persons registered at their addresses do not actually live there.

The Public Authority for Civil Information has instructed property owners and homeowners to verify that fictitious persons registered at their addresses do not actually live there, in order to have them removed from the property records, the Al Jarida newspaper reported.

Jaber Al-Kandari, Deputy Director General for Registration Affairs at the authority, stated that property owners must provide their fingerprint when requesting to delete individuals who do not reside with them, confirming that their registration at the address is invalid.

Regarding fines, Al-Kandari explained that after removing the addresses and publishing the names in Kuwait Today newspaper, a 30-day period will be given for the concerned person or head of the family to register a new address without incurring a fine. If they do not apply within this period, a 15-day reconciliation period follows, during which the Public Authority for Civil Information can process the reconciliation, resulting in a 20 dinar fine. Property owners must present proof of ownership or a house document when visiting the authority for deletion.

Within 30 days, individuals whose addresses have been deleted must visit the authority and submit their new residential address along with the house document or the Public Institution for Housing Care allocation. If they are tenants, they must provide the lease contract and a copy of the house document to register their new address.

Following the Civil Information department’s announcement of the activation of Article 33 of its establishment law—which imposes a 100-dinar fine for failing to report changes in civil information—Al-Jarida newspaper has learned that appointment reservations for “change of residential address” transactions now exceed 15 days.

Sources revealed that the authority plans to open external centers to alleviate congestion at the main center and reduce transaction processing time. This may involve calling in employees on weekends. The goal is to allow individuals who exceed the 30-day period for address changes to reconcile by paying 20 dinars instead of the 100-dinar fine after the legal period has passed.
