PAM suspends amendments to academic qualifications, professions for expatriate workers

The Public Authority for Manpower has announced a suspension on the amendment of academic qualifications or professions for expatriate workers who were either recruited with work permits or transferred to employment in the private sector.
The decision comes in accordance with Ministerial Circular No. (1) of 2025, issued by the Minister of Defense and Acting Minister of Interior, as part of broader efforts to regulate the labor market and uphold job specialization and fairness.
According to the circular, the suspension applies in cases where:
- An amendment to academic qualifications or professions would result in a higher educational level that is inconsistent with the nature of the job for which the worker was originally brought into the country or transferred.
- The changes would conflict with regulations set by the Public Authority for Manpower regarding professional alignment.
The circular also assigns responsibility to the Public Authority for Manpower for developing a unified Kuwaiti guide for the description and classification of professions.
The provisions of the circular are effective immediately from the date of issuance, and all concerned entities are instructed to comply and implement its directives accordingly.
