PAAAFR bans all forms of disposal of agricultural holdings

New decision prohibits transfer, sale, or modification of agricultural and fishery assets

The Public Authority for Agricultural Affairs and Fish Resources has issued a sweeping decision prohibiting all forms of disposal involving agricultural and related holdings, in a move aimed at tightening regulatory control over state-allocated land and resources.

The decision, published in the official gazette Kuwait Alyawm on Sunday, states that it is strictly prohibited to dispose of any holdings under the Authority’s jurisdiction. This includes agricultural plots, livestock pens, marine fisheries, apiaries, service plots, nurseries, and other allocated properties.

The ban covers all forms of transactions and modifications outlined in existing regulations governing the relationship between the Authority and beneficiaries. This includes assignment, partition, merging, transfer of ownership, modification, expansion, and any other form of disposal, whether direct or indirect, reports Al-Rai daily.

The decision further extends to all investment-type projects established on land allocated by the Authority, reinforcing a comprehensive prohibition on any unauthorized changes or transactions involving such properties.

Under Article Two of the decision, any action taken in violation of these provisions will be considered legally void. This nullification applies regardless of circumstances and does not affect the Authority’s right to pursue legal measures and administrative penalties.
These penalties may include the withdrawal of possession or revocation of allocation rights, depending on the nature and severity of the violation.

The move reflects a broader regulatory effort to protect state-managed agricultural assets, ensure proper use of allocated land, and prevent unauthorized transfers or exploitation of public resources.
